The Red Hat People (HR) team is looking for an experienced Contingent Workforce Program Manager to join us in Raleigh, NC. In this role, you will redefine and implement global strategy, policy, process improvements, change management, and manager enablement for contingent workforce management. You will play a critical part in developing a matrixed, cross-functional team to implement global contingent workforce strategy, policy, and processes to support Red Hat's managers in identifying, selecting, and managing contingent workers globally. This program will include establishing a strategy for the use of contingent resources, analysis of existing processes and compliance positions, identifying areas for improvement, and working with the cross-functional teams from the HR, Finance, Procurement, IT, and Legal teams to implement improvements. As a Contingent Workforce Program Manager, you will work closely with the Workforce Planning team to manage the ongoing process. You should be able to think strategically about contingent workforce management, understand the financial and legal considerations necessary to run this program well, and partner with the cross-functional team to implement measurable improvements. You should also be well versed in contingent workforce practices and have solid program management experience with expert communication skills.
This position is a part of Red Hat's HR Experience team, reporting into the employment and compliance function. You can work remotely, with a requirement to be available at least 5 hours per day during East Coast U.S. working hours. This is a global position and as such, it may require attending meetings in evening hours to ensure collaboration with global stakeholders.
What you will do

  • Partner with stakeholders in the HR, Procurement, Finance, Legal, and IT teams to analyze current contingent worker processes and procedures in order to redesign and deliver a global contingent workforce program
  • Develop a cross-functional program that improves on current processes, tools, and training to evolve the current state into a globally scalable, well-supported program for identifying, hiring, and managing contingent workers
  • Partner with the Employment, Procurement, and Legal teams to update definitions of contingent workers and implement processes to ensure compliance and correct classifications
  • Collaborate with IT and business stakeholders to understand access requirements for contingent workers and implement processes to standardize access and regularly review access requirements
  • Partner with HR to improve the onboarding and offboarding processes for contingent workers
  • Build a service delivery model for contingent workforce, including processes for manager support
  • Partner with the Procurement team to source managed service providers and other staffing solutions
  • Define processes to monitor and report on use of contingent workers across the organization
  • Partner with internal Communications and Change Management teams to ensure that new processes and changes to existing processes are well documented and communicated effectively
  • Engage directly with vendors on program requirements
  • Train and educate and guide change management across hiring teams on contingent workforce program and policies


What you will bring

  • Proven record of developing, launching, and managing successful contingent workforce programs
  • Expert-level understanding of the varied types of contingent workers, e.g., contractors, independent contractors, consultants, managed service, etc., including understanding employment legal requirements
  • Ability to work with stakeholders from various parts of the organization to ensure successful outcomes
  • Direct experience working with contingent workforce vendors
  • Solid written and verbal communication skills
  • Ability to handle many competing priorities and deadlines with energy and focus
  • Solid team focus; highly collaborative with the ability to lead through inspiration and persuasion
  • 6+ years of proven success in a fast-paced talent acquisition (TA), staffing, or other HR role
  • Experience using Workday for contingent worker management is a plus
