Purpose: Microsoft Global Security's organization, under Global Workplace Services, is looking for a strong business manager with knowledge of Background Screening and supplier and program management who wants to work in an autonomous environment managing specialty accounts within the Americas Background Screening Program.

The Program Manager (PM) for the Americas Background Screening Program will be responsible for ensuring that all new hires, current employees and suppliers requiring a background check are properly processed and adjudicated in accordance with Microsoft policy. The PM will maintain all documentation with regard to each background check conducted in accordance with Microsoft document retention policies. The PM will be responsible for conducting any additional research to resolve issues developed in the individual's background check.

The PM must have strong partnerships with Legal and Human Resources (HR) in ensuring the Microsoft Background Screening policy is kept in compliance with all applicable laws and help develop new policies as appropriate.

Responsibilities:
1. Establish a strategic vision and service model that can meet the challenges of a changing environment, improving the on boarding process while attaining fiscally responsible cost goals; ensuring consistency in approach, and delivery of services

2. Manage process improvements, quality and service levels; using performance metrics, supplier scorecards, periodic reviews, and other means, provide feedback on supplier performance, quality, customer service and technical capabilities

3. Provide leadership and strategic direction to the suppliers providing support ensuring all contract service levels are being met

4. Develop and maintain key relationships with internal and external partners; acts as a liaison between Microsoft internal clients, other support organizations and all suppliers within the business unit

5. Developing and communicating the strategy to the respective suppliers, internal clients, and support organizations

6. Provide leadership and direction to the internal organization and supplier partners

7. Develop service models that support internal organizations and business units in their day to day operations

8. Develop and manage annual operating expense budgets including decision on areas of spend, accountability of actuals vs. forecasted and approval of all expenses

9. Create strategic alliances between internal MS clients, support organizations and suppliers to facilitate the execution of the strategy and ensure all goals are achieved.

10. Identify and understand customer needs and requirements

11. Develop and execute a service model that exceeds customer expectations

12. Build and maintain an effective network of new and existing suppliers, including identifying and establishing viable alternative sources of supply

13. Develop and authorize purchase contracts, contract changes, and contract agreements within authorized limits

14. Identify and implement innovations and technology improvements for new and existing applications

15. Develop and administer program policies, processes, and standards

16. Incorporate change management principals to program changes

Qualifications:
Required and Preferred Qualifications:

BA/BS degree in business education is preferred with 2-3 years' experience in a supplier account management role and Global Background Screening experience. Preferred candidate will have experience in program management with a minimum of 2 years work experience in this area as well as with background programs. Experience in business and financial management of suppliers and services with a P&L business model; a strong mix of project management, technical and financial skills, business analysis and partnership capabilities. Candidates must have strong oral/ written communication, organizational, interpersonal skills, and effective negotiation and presentation skills.

  1. Must have the ability to develop a vision & strategy, analyze tactical plans and drive implementation
  2. Strong collaboration skills necessary to ensure stakeholders/partners requirements are meet
  3. Must have extensive experience managing background screening processes and business relationships.
  4. Knowledge of background screening supplier protocol (e.g., method of delivery, quality of service, pricing and reporting).
  5. Knowledge of financial analysis and budget processes and procedures.
  6. Knowledge of contract administration, compliance and proposal process.
  7. Knowledge of procurement principles.
  8. Ability to analyze and evaluate supplier performance.
  9. Knowledge of supplier quality and productivity criteria.
  10. Knowledge of best practices in the areas of implementation, information, and service provider relationships.
