Summary:

The Manager of Agile Requirements will oversee a team of Business Analysts and/or Team Product Owners and will be responsible for improving the business analysis competencies across the organization. This position ensures existing and new Agile Scrum and Scrumban processes and workflows maintain a high level of performance while continuously reviewing and refining those processes. This role will champion, support and grow the Agile culture throughout the organization.

Essential Responsibilities/Accountabilities:

Acts as a hands-on Business Analyst or Team Product Owner for at least one key program ensuring that this program adheres to the Business Analyst standards. As part of that program:
• Leverages the organization's favored requirements development processes to elicit, analyze, specify, and validate the business' requirements.
• Take ownership of the product backlog and lead grooming sessions as the subject matter expert (SME) and define feature products.
• Leverages the organization's favored requirements management methodologies to store, trace, and baseline these requirements.
• Work collaboratively across the organization to identifies potential areas for process or implementation improvements, addressing any impediments to the product or project. Plan and ensure that there is enough ready backlog to sustain multiple large Agile teams for several two-week sprints. Collaborate and partner with the Customer Experience teams in solving pain points for our users across all platforms.
• Serves as an effective partner to the business, guiding Enterprise Information Technology (EIT) staff direction and ensuring requirements meet the objectives of business sponsors.
• Partners with various stakeholders across the organization, including subject matter experts, executives and other senior leaders, operational users, and technical staff to analyze, elicit, and document requirements associated with defined system scope and objectives for technical solutions.
• Act as a subject matter expert for the products supported, mentors and train other Team Product Owners and Business Analysts in various practices and other products.
• Assists with the establishment of project vision and scope.
• Develops and analyzes functional and non-functional requirements for technology solutions with stakeholders according to the Enterprise Software Development Lifecycle (eSDLC) and internal Health Plan standards to ensure business needs are well-understood, clearly defined, and properly aligned with overall project vision and scope.
• Assists with the reconciliation of differing perspectives from stakeholders throughout the business - minimizing impacts to technical solutions.
• Create and maintain artifacts related to use cases, functionality issues, and data dictionaries and maps.
• Analyze proposed enhancements to solutions, providing written recommendations on feasibility of these propositions based on impacts to other stakeholders and technical solutions.
• Identifies changes to scope and resulting possible impacts to requirements, other technical solutions, and all effected stakeholders.
• Identifies gaps and underlying issues through analysis of requirements to identify risks. Discusses and research potential resolutions and provides options and feedback to stakeholders.
• Maintain understanding of latest topics and market trends related to business analysis.
• Facilitates the clarification and interpretation of business objectives and system scope as they flow from business stakeholders to development teams.
• Leads and manages a team of professionals. Mentors, motivates, and counsels the team and encourages and supports career development.

Minimum Qualifications:
• Bachelor's degree in Business Administration, Information Technology, Computer Science or relevant field with seven (7) years of related experience. In lieu of degree, thirteen (13) cumulative years of experience required.
• Three (3) years of experience as a hands-on Business Analyst or Team Product Owner.
• Demonstrated experience working in a leadership capacity.
• Understanding of workflow-based logic & conceptualized it as an automated solution. Detail oriented and with exceptional organization skills.
• Experience in creating a collaborative team environment, acting as a team member and providing constructive feedback in order to drive Agile maturity.
• Excellent verbal communication and interpersonal skills. The ability to communicate in a concise and persuasive manner.
• Demonstrated advanced knowledge of MS Office products (Outlook, Word, Excel, PowerPoint, OneNote, SharePoint, etc.).

Physical Requirements:
• Ability to complete work in a traditional office environment under fluorescent lighting.
• Ability to orally communicate.
• Must be able to function while sitting at a desk viewing a computer and using a keyboard and mouse for three (3) or more hours at a time.
• Must be able to travel across the enterprise.
• Ability to work in a home office for continuous periods of time for business continuity.
