Job Summary:

We are seeking an experienced Program Manager to oversee our rapidly growing 5G portfolio. We are looking for proficient candidates with past experience in 4G/5G development. This portfolio requires a PM with extensive knowledge of 5G standards and the implementation of those standards by the commercial market. These programs require management of hardware and software development, integration of applications onto the hardware and subsequent system deployment to Government facilities and test ranges. The applicant will also be responsible for supporting ongoing proposal opportunities as the 5G portfolio continues to expand. As a Program Manager, you will have overall responsibility for the execution of the program to meet the mission needs of our U.S. Government customers.

Essential Job Functions:

The PM is responsible for the overall contract, to include:

    • Supervising personnel (CESI & subcontractors)
    • Formulating and communicating policies & procedures
    • Developing and executing project schedules
    • Producing financial and technical reports showing project status to customers and company leadership
    • Assigning tasks and responsibilities to team
    • Managing risk mitigation strategies
    • Performing horizontal integration planning
    • Performing horizontal integration planning and execution activities
    • Interfacing frequently with other corporate functional areas such as subcontracts, project control, and support personnel
    • Working with technical leads to oversee the development, testing, documentation, fielding and support of complex software systems
    • Ensuring the highest quality of task completion, meeting contractual performance criteria and deliverables in accordance with the contract
    • Assisting in the development of long-term and strategic objectives to help ensure that end user requirements will be satisfied in future years of the contract



Required Skills:

This portfolio of programs involves developing new networking approaches using 5G enabled communications. Extensive experience with cellular and communication architectures is highly desirable.

  • Experience with the design and deployment of RF communications systems; more conventional DoD radio communications hardware and systems knowledge is also highly desirable.
  • Demonstrated leadership and managerial skills to lead and enhance an organization of more than 20 personnel with annual revenue exceeding $10M.
  • Must have demonstrated success in all phases of acquisition management (scheduling, risk management, budgeting, procurement, and contract administration), and experience as an effective manager of teams comprised of diverse professional, technical and support personnel.
  • This experience needs to have been in managing the design, development, test, fielding and operation of complex systems or processes.
  • Demonstrated and consistent success in achieving or exceeding financial goals and customer satisfaction metrics, with the ability to operate independently without extensive supervision.
  • Ability to establish an effective working relationship with senior-level customers, technical staff, managers and peers.
  • Exceptional communication abilities with a demonstrated capability to coordinate and align efforts between government customers, senior executives, subcontractors and team members.
  • Must be capable of planning, organizing, directing, and tracking technical, cost, schedule, and risk management for entire program. (ACWP, BCWS, BCWP, ETC, EAC, WBS, IMP/IMS)
  • Proficiency in computer usage and analyzing comprehensive financial reporting. Must have a working knowledge of MS Office, MS Project and EVMS principles, including integration of cost and schedule information
  • Must be able to assess and enhance the performance of task leaders, team members, and support personnel, and processes that are being used
  • Must have good written and verbal communication skills and be an effective presenter.
  • Must be able to understand multi-level customer/user expectations and concerns, and to assure customer(s) that the program is being managed effectively.
  • Experienced leadership that drives both organic and new business development, as well as a full understanding of strategic capture management.
  • Experienced knowledge of Federal Government acquisition processes including FAR, DID, CDRLS, etc.



Required Education/Experience:

  • Bachelor's degree required, and advanced degree/studies preferred or completion of a military technical training school.
  • Fifteen (15) years of Department of Defense leadership experience can be substituted for degree.
  • A minimum of 10 years of experience managing complex, projects and programs for the federal government.



Other Requirements: Please note that pursuant to a government contract, this specific position requires U. S. Citizenship status with ability to obtain a SECRET to TOP SECRET security clearance. Security Clearance requirements will be specified in the Government's Task Order.
