Product Submission Lead

The Product Submission Lead reports to the Exchange Segment Product Manager and is responsible for leading the qualified health plan (QHP) submission effort for the enterprise for all markets and service territories. The Product Submission Lead is responsible for understanding, socializing, and complying with multiple state-specific and federal guidelines and filing deadlines throughout the year. The Product Submission Lead coordinates the annual QHP filing and certification process for existing AHC exchange markets as well as designated expansion states. The Product Submission Lead facilitates the QHP and certification process with business function stakeholders, third-party vendors, and supporting subject matter experts to obtain all required information to complete the filing, and other related deliverables, and submit the file according to applicable state and federal guidelines on the appropriate platform(s) (e.g., HIOS, SERFF). The Product Submission Lead supports the Product Manager in managing the ACA product portfolio lifecycle and preparing necessary data and analyses during the product life cycle. The Product Submission Lead is also responsible for receiving, logging, assigning, tracking, and reporting status for feedback and objections from the states and federal government through completion. The Product Submission Lead reports on a regular basis to the stakeholders and department leadership the status of all submissions to the various states and the federal government
The Product Submission Lead works on topics of moderately complex scope, requiring the exercise of independent judgement (within defined practices and procedures), the application of basic subject matter expertise, and proficiency with Microsoft Office, regulatory systems and submission tools, and shared directories. The Product Submission Lead integrates and coordinates the work efforts and deliverables of small to medium cross-functional teams, capable of managing several tasks simultaneously within tight time frames.

Education/Experience:
- Bachelor's Degree.
- Detail oriented, ability to work in "gray areas" towards a solution.
- Strong organizational and communication skills along with the ability to communicate with all levels in the organization. Ability to function at a high level with minimum supervision.
- Demonstrated ability to learn and apply the learning in a business environment. Ability to communicate business and financial analytics and reports across disciplines and to senior executives.
- Proven ability to work across organizations and rapidly gain / build trust with stakeholders.
- Advanced proficiency in Microsoft Office Word, Excel, Outlook, PowerPoint, SharePoint and Visio. Experience with government programs and tools related to filing or ability to find and utilize online resources.
- 1-3 years in project management role or in similar role; previous experience or familiarity with the ACA QHP filing process preferred.
