Target’s Enterprise Data Strategy organization plays a pivotal role in unlocking the full value of data as a strategic asset—powering better decisions, enabling AI innovation, and driving sustainable growth across the enterprise. Delivering on this mission requires strong orchestration, alignment, and disciplined delivery across multiple business and technology functions. 

 

As a Principal Technical Program Manager – Enterprise Data Strategy, you will lead the end-to-end orchestration of Target’s most critical enterprise data initiatives. You’ll serve as a strategic connector between business vision, product roadmaps, and technology delivery—ensuring that investments in data capabilities translate into measurable business outcomes. 

 

In this role, you will guide enterprise-level planning and delivery for initiatives such as data platform modernization, data governance and quality, metadata and lineage capabilities, real-time data enablement, and AI readiness. Partnering with senior leaders across the enterprise, you will shape and lead the delivery rhythms that drive progress, transparency, and alignment. 

 

You’ll act as a trusted advisor—providing insight into delivery health, surfacing risks, resolving systemic blockers, and championing enterprise-wide accountability for outcomes. By combining strategic vision with operational excellence, you’ll help Target accelerate its transformation into a data-powered enterprise, ensuring that every team can leverage data safely, efficiently, and at scale. 

 

Core Responsibilities 

  • Enterprise Orchestration: Drive coordinated delivery of Target’s enterprise data strategy across Data Analytics organizations, Product, Engineering, UX and Data Science, ensuring alignment of business outcomes, technology investments, and delivery execution. 

  • Portfolio Leadership: Oversee a portfolio of cross-pyramid data initiatives (e.g., data platform modernization, governance, analytics enablement, and AI readiness), ensuring coordinated sequencing and realization of enterprise value. 

  • Strategic Alignment: Translate the enterprise data strategy into actionable delivery outcomes by connecting vision to execution, aligning priorities across pyramids, and managing tradeoffs to achieve strategic business goals. 

  • Delivery Cadence & Transparency: Establish and lead consistent enterprise delivery cadences that bring visibility to milestones, risks, dependencies, and progress. Create executive-level scorecards and dashboards that measure speed-to-value and delivery health. 

  • Dependency & Risk Management: Proactively identify and resolve systemic blockers impacting enterprise data programs, ensuring cross-team accountability and timely delivery. 

  • Metrics & Value Realization: Define and manage delivery success metrics, demonstrating measurable impact such as improved data quality, reduced delivery cycle time, and accelerated data availability for analytics and AI.

About you: 

  • Four-year degree or equivalent industry experience 

  • 10+ years of experience leading large-scale technology or data program delivery in complex organizations 

  • Proven experience orchestrating enterprise-level data or analytics initiatives across multiple business and technology functions 

  • Deep understanding of data ecosystems, including cloud data platforms, data governance, data quality, and AI/ML enablement 

  • Expertise in delivery management frameworks, agile and scaled agile practices, and enterprise planning and orchestration methods 

  • Strong ability to connect business strategy to technical execution, ensuring measurable business outcomes and data-driven decision enablement 

  • Demonstrated experience in driving change across organizational boundaries and influencing senior leaders without direct authority 

  • Proven ability to design and operationalize enterprise cadences, reporting, and transparency mechanisms for large, cross-functional programs 

  • Leadership presence with a track record of accelerating speed-to-value and improving delivery outcomes across complex portfolios 

  • Passion for shaping how Target delivers on its enterprise data strategy—empowering teams to harness data as a strategic asset through disciplined delivery, collaboration, and continuous improvement 

This position may be considered for a Remote or Hybrid (known internally at Target as "Flex for Your Day") work arrangement based on Target's needs.  A Remote work arrangement means the team member works full-time from home or an alternate location that's not a Target location, does not have a desk at a Target location and may travel to HQ up to 4 times a year.  A Hybrid/Flex for Your Day work arrangement means the team member's core role may be performed either remote or onsite at a Target location depending upon what your role, team and tasks require for that day. Work duties cannot be performed outside of the country of the primary work location, unless otherwise prescribed by Target.
