The Opportunity:

CACI is seeking Oracle Fusion Cloud HCM Functional Consultants to support a large-scale federal Human Capital Management (HCM) modernization initiative. This program represents one of the most significant federal HR transformation efforts, migrating legacy HR systems to Oracle Fusion Cloud HCM for a federal civilian workforce.  This is an exceptional career opportunity to work on enterprise-wide systems involving COTS ERP SaaS solutions and enterprise data analytics in a state-of-the-art Agile development environment. You will directly impact the delivery of modern HR services to federal employees and their families.  We are building a team of functional experts across Core HR, Benefits Administration, Compensation, and Time & Labor domains. Positions are available at multiple experience levels, from Mid-Level Consultants to Senior Leads and Subject Matter Experts.

Responsibilities:

• Configure and optimize Oracle Fusion HCM modules including Core HR, Benefits, Compensation, and/or Time & Labor based on your area of expertise

• Translate federal HR policy requirements (Title 5, GPPA, OPM regulations) into Oracle Fusion Cloud configurations

• Support federal benefits programs including FEHB, FERS, CSRS, TSP, and FEGLI configuration and validation

• Configure compensation structures supporting GS, SES, Wage Grade, and other federal pay systems

• Design and validate Time & Attendance configurations including leave accruals, premium pay, AWS, and FLSA compliance

• Participate in data migration activities, validating converted data against source systems

• Develop and execute functional test scripts; support UAT and parallel payroll validation

• Create and maintain functional documentation, configuration workbooks, and training materials

• Collaborate with technical teams on integrations with federal systems (EHRI, eOPF, USA Staffing, payroll providers)

• Actively participate in Agile ceremonies including PI Planning, sprint reviews, and backlog refinement

• Provide subject matter expertise for federal HR policy interpretation and system design decisions

Qualifications:

Required:

• Bachelor's degree + 5 years of relevant experience (additional experience may substitute for degree)

• 3+ years hands-on experience configuring Oracle Fusion Cloud HCM or Oracle EBS HR modules

• Working knowledge of federal HR regulations, policies, and procedures

• Experience with at least one functional domain: Core HR, Benefits Administration, Compensation, or Time & Labor

• Strong analytical skills with ability to translate business requirements into technical configurations

• Excellent written and verbal communication skills

• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)

Desired:

• 7+ years Oracle Fusion HCM experience (for Senior/Lead positions)

• Oracle HCM Cloud certification (Core HR, Benefits, Compensation, or Time & Labor)

• Direct experience with federal HR programs: FEHB, FERS/CSRS, TSP, FEGLI, GS/SES pay tables

• Experience with SF-50 processing, GPPA requirements, or OPM reporting

• Knowledge of Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Security Console

• SAFe Agilist or other Agile certification

• Prior experience on DoD or federal civilian agency HCM implementations

• Active Secret clearance or higher

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,300-$189,600
