Your Opportunity
This position will serve as part of the Texas leadership team and will report to Transportation Regional Business Leader (RBL). The candidate will serve as the leader of the Texas Transit & Rail group within Stantec and collaborate directly with the RBL and Business Center Practice Leaders (BCPLs). The candidate is a recognized leader in the transit and rail space in Texas and will possess knowledge and communication skills to help build the Transit & Rail practice with a focus on Texas. The candidate will also be considered as an authority with respect to Transit and Rail projects and will overcome the challenges related to winning and executing Transit and Rail projects. The candidate's overall understanding of the Transit & Rail business and the need for having a strong Transit and Rail group is important as the role is a key component of Stantec's Transportation Business Line strategy. The position will require a strategic planning focus, knowledge of the transit and rail markets, and strong communication skills supported by consistent collaboration to help build the transit and rail business. The position will also enhance Stantec's ability to win work during all aspects of a project's lifecycle from planning, program management, design, construction management, construction inspection through to commissioning and close-out.

Your Key ResponsibilitiesTransit and Rail Team Management (10% time commitment)
  • Assess the existing condition of the transit & rail group in Texas and create a plan for structure and missing leadership with focus being on the PM and CM level candidate. As part of the growth and transition period for transportation in these markets currently under-represented, this position may require stepping into certain roles not currently being filled by others.
  • Management ("client manager") of key transit & rail clients as part of the overall strategic planning process. This role could include a role as a Project Director-Project Principal- Project Manager on a transit & rail project, client meetings/relationships and politics.
  • General oversight and assistance to the RBL with particular attention to schedule and budget issues for any and all projects, especially those that are problematic.
  • Lead efforts to continue improvements in QA/QC processes and fostering a culture of being cost effective and thorough in delivering projects. Assist with formal project reviews of large or complex transportation projects on a quarterly basis to identify and mitigate potential risks.
  • Serve as the direct supervisor of 5-10 senior staff in the respective transit & rail group. Provide input into the employee Career Development and Performance Review, and Compensation and Bonus processes for direct reports.
  • Provide support and leadership in support of a "zero safety incident" culture.
  • Encourage cooperation, collaboration, and sharing of skills and workload between transit & rail staff located in Canada and the US.
Projects (50% time commitment)
The position will be a minimum of 50% billable on projects after 12 months of employment. The position will interface and advise the client and project team, manage key staff and contract risk, and assist with the review of technical documents or project deliverables to meet the needs of the overall project success. Potential roles on projects could include Project Director, Project Principal, or Project Manager.
Business Development (40% time commitment)
A major responsibility of this position is assisting in the strategic planning, identifying specific opportunities and teaming partners, executing a strong opening/middle/end game process, and ultimately winning key pursuits through hands-on involvement on key opportunities across the respective region and geographic locations/markets.

General Stantec Transit & Rail Group Promotion (10% time commitment)
  • Responsibilities will be undertaken in collaboration with the RBL/regional leadership to assist with increasing the Stantec branding and market recognition as a transit & rail industry leader. Responsibilities will include:
  • Increase Stantec's industry profile through regular interaction with potential clients and other consultants as well as participation in industry organizations, such as APTA, ACEC, CMAA, WTS, and other relevant national organizations.
  • Identify and track potential projects and teaming opportunities for conventional design, construction management, design/build and P3 opportunities through strong client liaison and working with key teaming partners.
  • Identify at least one additional transit & rail client that will be your responsibility to generate new business based on a strategic account management plan identified during the strategic planning process.
  • Identify key PM's within each of the key locations, and directly assist in the hiring and interview process.

Business Development on Specific Key Opportunities (30% time commitment)
  • Responsibilities will be focused on assisting in the strategic planning, and execution of a strong opening/middle/end game process. This focus will lead to a higher success rate, efficient M&BD costs, and overall growth. Responsibilities include:
  • Commitment to the consistent use of Pipeline for all opportunities.
  • Collaboration with the marketing team and business development managers.
  • Support in helping develop the value proposition and win theme for success through regular client meetings and strategic planning.
  • Assist with technical proposal writing.
  • Technical oversight of the proposal process including hands-on participation with fee and schedule negotiations.
  • Leadership and support in identifying key teaming partners, assisting in the development of the overall project delivery team, and collaboration with other BC's and geographies in expanding Stantec's market share.


Texas Transit and Rail Leader Expectations and Key Performance Metrics
This position is considered a key leadership position in the growth of transit & rail in Texas, and requires the day to day performance and overall success to be accomplished through the highest ethical standards. The key metrics for success in this position are as follows:
  • Successfully meet the approved Fiscal Year Transportation Business Plan in coordination with the RBL.
    • Primary focus should be on Operating Income, Net Revenue, GM as a Percentage of Net Revenue, and MB&D Spend.
  • Successfully identify, and directly participate in the hiring of (2) key hires at the Project Manager or Program Manager level or higher.
  • Identify, provide leadership, and successfully win (1) Transit & Rail design projects with contract value in-excess of $1M each.
  • Identify, provide leadership, and successfully win (1) Transit & Rail project with contract value in-excess of $5M.
  • Identify, provide leadership, and successfully win (1) Transit & Rail project with contract value in-excess of $10M.
  • Zero safety incidents.


Your Capabilities and Credentials
  • Demonstrated ability to identify new and expanded consulting services opportunities. After winning new work, a proven ability to plan, design, and deliver transit projects.
  • Demonstrated ability to successfully manage a team of specialized employees and contractors in a coordinated and integrated manner.
  • Have established network in the local marketplace.
  • Experience managing projects and/or programs from $50M-100M+.
  • Experience working in a consulting engineering environment, Project/Program Management environment, or Construction Contracting environment.
  • Project management experience on transit projects is preferred.
  • Ability to logically analyze and manage project technical, budget and schedule activities.
  • Experience is required in the management of project and/or program budget and cost control functions including budgeting, change management, cost estimating, forecasting.
  • Ability to present technical information to executive level staff.
  • Excellent computer skills in the Microsoft Office Suite.
  • Excellent interpersonal, written, and oral communication skills.


Education and Experience
  • BA/BS in Civil/Structural Engineering, Construction Management or similar.
  • A Texas PE is a must, PMP also preferred.
  • 15+ years of experience in design consulting and/or construction management
  • Strong technical skills and a proven track record for leadership, mentorship, and project success are all essential.
  • Field work may include exposure to the elements including inclement weather.
  • Strong verbal and presentation skills for audiences at all levels.
