The Tech Support Specialist will perform data collection and analyses to support California state and County of San Diego requirements. Requirements would include meeting with stakeholders to understand data requirements and create business flows and document processes as well as track and measure the progress of data gathering. This position will also support and resolve application inquiries, review reports, propose report and application updates, perform User Acceptance Testing, and other related work as requested.
Primary Responsibilities:

  • Facilitate needed requirements-gathering activities and collaborate with internal Optum MIS departments to reach resolutions regarding County of San Diego initiatives and related projects
  • Participate in creating implementation plans for identified solutions
  • Ensure project requirements are clearly documented and support traceability
  • Ensure identified solutions meet business requirements
  • Collaborate with business and technical stakeholders to identify specific business requirements
  • Conduct current state analysis to gather current business, functional and non-functional requirements, and constraints
  • Gather information to define requirements and document future state
  • Identify/establish appropriate targets to validate business requirements are met
  • Develop business context diagrams (e.g. business data flows) to analyze project requirements
  • Be able to identify business impact of system changes
  • Define, update, and track/measure progress of requirements-gathering process
  • Participate in reviews of concept design to provide appropriate consult to satisfy project requirements
  • Communicate ongoing updates to stakeholders to ensure alignment with project status
  • Seek opportunities to improve operating efficiencies and effectiveness
  • Support ongoing monitoring and adjustment of project scope


Secondary Responsibilities:

  • Provide customer service support to both internal users and external customers on County of San Diego initiatives and related projects
  • Coordinate communications with UBH Data Analysts, County MH MIS, County MH Billing Unit and County QI
  • Provide customer service support to both internal users and external customers on UBH applications / web pages and CCBH Software
  • Log systems related problems in Help Desk database, troubleshoot problems and resolve basic system problems for customers and end-users at differing experience levels
  • Coordinate with County MH MIS to resolve user account and system problems
  • Work as liaison between internal staff and Corporate IT
  • Monitor Optum Public Sector Website content, connectivity and coordinate all changes with webmaster
  • Provide navigational and access support to internal and external customers using the Optum Public Sector Website

Required Qualifications:

  • Bachelor's Degree (or higher) OR 3+ years of tech support experience
  • 5+ years of experience with Microsoft Office Suite (Microsoft Excel required for creating and analyzing monthly productivity reports, tables, spreadsheets, and dashboards and Microsoft Outlook required for sending properly formatted mass correspondence and documents to and from end users)
  • 2+ years of demonstrated experience with user applications support OR 2+ years of experience using mental health computer applications including data entry and report submission
  • 2+ years of experience using Teams and navigating on-line conference apps and hosting meetings of large groups
  • 2+ years of experience providing basic training in individual or group settings
  • Must be able to work in San Diego County's EHR system (CCBH / Anasazi) without restrictions
  • Must be able to take on a rotation to provide on-call after hours support


Preferred Qualifications:

  • Associate's Degree (or higher)
  • Previous experience working in a call center or a high telecom traffic environment

California Residents Only: The hourly range for California residents is $27.07 to $53.08.
