About the job
This position is needed to help analyze and advocate on key technology policy issues at state and federal levels to help Twilio achieve its business objectives.
Our team serves as the “strategic headlights” for the company: anticipating and analyzing policy developments and working to ensure that Twilio’s business interests and company priorities are accommodated within that evolving landscape. We work closely with all company business units and senior leadership and serve as the company’s principal advocates to policymakers around the world. This role will aid in bolstering Twilio’s advocacy efforts on technology policy issues and its interactions with policymakers.
Responsibilities
In this role, you’ll:
- Analyze important policy issues and draft briefing papers for both internal and external purposes.
- Devise and help to execute action plans to enable the company to achieve its legislative and policy objectives.
- Interact with Global Public Policy colleagues located in foreign markets to ensure policy consistency and work extensively with other Legal colleagues and functional business units to keep them informed about important policy developments and ensure Twilio’s advocacy is furthering its business objectives.
- Prioritize to ensure the company’s policy efforts are focused on the most important policy issues in terms of potential business impact and company priorities.

Required:
- 6+ years of experience advising and representing technology companies on state/federal policy issues, working within government at the state or federal level, or other relevant policy experience.
- A thorough understanding of U.S. legislative and regulatory processes.
- A sophisticated understanding of U.S. technology policy issues, such as privacy, content moderation, artificial intelligence, cybersecurity, trade, tax, and data flows.
- Strong analytical skills, particularly with respect to analyzing legislation; excellent verbal and written communications skills; a demonstrated ability to think creatively and strategically; a preference to work as a team player; and an ability to manage a large number of projects, working independently, with colleagues.
- Bachelor’s degree required.
Desired:
- Law or other relevant advanced degree strongly preferred.
- Experience working through trade associations and directing outside consultants to achieve a company’s policy goals.
- Availability for occasional domestic travel.
Location
This role will be based in the Washington, D.C., metro area.
Approximately less than 10% travel is anticipated.

- The estimated pay range for this role, based in Colorado, is $116,312.00 - $166,160.00.
- Sales Commission: Additionally, this role is eligible to earn commissions and eligible to participate in Twilio's equity plan.
- Non-Sales: Additionally, this role is eligible to participate in Twilio's equity plan.
The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location within the state. This role is also eligible to participate in Twilio’s equity plan and for the following benefits: health care insurance, 401(k) retirement account, paid sick time, paid personal time off, paid parental leave.
