The Senior Director of Global Market Access Strategy and Health Economics & Outcomes Research (HEOR) will be responsible for leading the development of global market access strategy and operations for clinical applications of next generation sequencing (NGS), including oncology, genetic disease testing, reproductive health, infectious disease, and emerging applications; leading the HEOR team in designing, developing, overseeing, and/or executing global HEOR efforts; supporting education and training activities for regional cross-functional teams to support access and launch readiness activities; and ensuring payer insights are leveraged to inform strategic business decisions.

Responsibilities:

These may include, but are not limited to:

  • Lead Global Market Access Strategy & Operations and HEOR teams
  • Lead development of market access strategies and playbook; deliver clear recommendations to the business relating to market access strategy and pricing/reimbursement across clinical applications; identify refinements to payer strategy, tactical plans and specific tactics based on understanding of performance; oversee generation and synthesis of payer insights. Ensure payer insights are leveraged to inform strategic business decisions, such as product development, marketing and commercial strategies, clinical and medical affairs, as needed; lead establishment & maintenance of payer value stories inclusive of key clinical, economic and patient-centered value messages and identify opportunities to strengthen value story; lead rollout of global Market Access readiness materials to regional cross-functional teams to support access and launch activities.
  • Develop and modify HEOR strategies and tactical plans in support of Global Market Access and Medical Organization Strategies to leverage and demonstrate value of genomics applications; Lead efforts to assess and synthesize the existing evidence base and value evidence needs for payer & health technology assessment (HTA) purposes for Illumina products
  • Develop and oversee quantitative health economic modeling and outcomes research/real-world evidence (RWE) studies with an integrated global approach for maximizing pricing and early/sustained market access; manage external health economic analysis consultants.
  • Develop, oversee, and/or contribute to Health Technology Assessment (HTA) submissions and responses; oversee development and maintenance of robust HTA tools to meet the evidentiary standards of regulators, HTA organizations, reimbursement authorities, third-party payers and other organizations that review evidence for formulary and access decision making, including global value dossiers, economic models, real world evidence, evidence synthesis & meta-analyses.
  • Ensure alignment of HEOR strategies with Commercial and Medical strategy including: providing payer-based & HTA-based value evidence input into evidence development programs for Illumina products; providing methodological and analytical expertise regarding the collection, analysis, and utilization of experimental and observational data; and contributing to pre-approval and post-marketing clinical and economic utility studies.
  • Ensure that appropriate global quantitative research and health economic modeling are undertaken to develop an integrated global approach for maximizing launch prices and early/sustained market access.
  • Collaborate with the Clinical Development, Regulatory and Business Units to ensure appropriate and timely integration of all relevant HEOR and payer evidence into the clinical planning to maximize the US, EU and Emerging Markets labels and value evidence.
  • Actively with Medical Affairs, Governmental Affairs, Marketing, and Commercial teams to fully understand and continually refine product outcomes and economic positioning; ensure the alignment of HEOR and overall payer strategies as well as ensure alignment of tactical plans with commercial and medical strategy
  • Develop and execute a comprehensive and compelling HEOR publication plan as a part of the product publication strategy to appropriately disseminate to the value messages and evidence.
  • Develop innovative strategies for accelerating market access, which may include alternative payment methodologies, value-based agreements, payer and/or pharma partnerships, Quality strategy, and new methods for evidence-generation
  • Support field market access team efforts (e.g., leadership of coalitions/working groups; policy initiatives, etc)
  • In partnership with cross-functional teams (e.g., Field Market Access, HEOR, Governmental Affairs), identify, interpret and assess macro events and trends (payer policy and economic) and advise on potential implications
  • Lead development and execution of internal communication tools including digests and dashboards that will be shared with the broader organization
  • Maintain and track Market Access budget spend
  • Support Illumina payer forums globally



Requirements:

  • MS, MPH, MBA, PhD, PharmD, or MD with minimum of 12 years of relevant Market Access/ Payer experience in pipeline and marketed products.
  • Demonstrated span of control across multiple therapeutic areas; oncology and/or genetic disease experience strongly preferred; experience in Diagnostics/Medical Devices is strongly preferred
  • Demonstrated experience leading Market Access efforts, including HTA (Health Technology Assessment) pricing and reimbursement in US and major EU markets.
  • Demonstrated understanding of the dynamics of the US and Ex-US health care systems and financing mechanisms; Public and private payor experience required
  • Demonstrated experience leading HEOR efforts
  • Demonstrated understanding and experience in diagnostics/ Health Technology product development and/or commercialization (may be concurrent with health economics research and strategy experience); expertise in methodologies and study designs that produce clinically and economically relevant value information in both the development and post-launch time period.
  • Demonstrated understanding of legal and regulatory issues impacting HEOR strategies globally
  • Strong methodological, quantitative and analytical skills combined with a sound understanding of how to successfully apply health economic research principles to support the commercial enterprise; demonstrated ability to think strategically and make sound health economic and business decisions
  • Strong project management skills with oversight experience in both internal and external projects are necessary. Demonstrated multitasking and time management skills and experience are absolutely essential in this area.
  • Strong and interpersonal skills with demonstrated ability in participating and leading cross-functional teams, excellent skills in leading without authority, and negotiating and managing through influence.
  • Demonstrated experience in medical/scientific writing, internal/external educational training of health economics and health economic tools, third party payor support and KOL development
  • Executive level communication skills



Travel:

Domestic and international travel may be required up to 30% of your time.
