Job Summary:
Senior professional with extensive knowledge of government contracting methods applicable laws and regulations. The successful candidate will need to interpret and communicate business commitments to program teams and management while proactively managing contractual scope, customer communication and expectations. This position will directly participate in establishing and administering new policies and initiatives of the business units and providing oversight of risk-based compliance programs projects and assignments. Candidate must be comfortable working all contract types (FFP, FPI, CPAF, OTA, T&M) and have demonstrated experience establishing and refining management approaches, developing strategies for operational support, and best practices and tools.
Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Responsible for providing guidance, coaching, and training to other employees. Communicates within and outside of own function or business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary. Explains, interprets, and gains cooperation on policies, procedures, and practices.
Essential Duties and Responsibilities:

  • Provide compliance risk expertise and consulting for projects and within the organization
  • Monitor reporting, escalation, and timely remediation of issues, deficiencies, or regulatory matters regarding compliance risk management
  • Presents draft documentation to management, HR, compliance/risk, subject matter experts, and appropriate stakeholders for review and publication approval
  • Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements
  • Establish, implement and maintain risk standards and programs to drive compliance with federal, state, agency, legal and regulatory and Corporate Policy requirements
  • Broad knowledge of statement of work creation and reviews
  • Understanding of financial principles, reporting contributing to meeting corporate financial targets.
  • Performs regulatory compliance/agency research and analyses, and writes policy and procedure documentation, in accordance with business goals, regulatory compliance, and legal requirements
  • Develop a comprehensive networking plan and repeatable data information gathering strategy to collect and monitor compliance data for an assigned portfolio of compliance risk areas
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • knowledge of Intellectual Property, software agreements.
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Initiates documentation to authorize work in accordance with contractual specifications
  • Responds to inquiries regarding contract obligations and revisions
  • Central point of contact to customers


Education:

  • Bachelor's Degree and minimum 6 years of prior relevant experience, or Graduate Degree and a minimum of 4 years of prior related experience.
  • Must be eligible to obtain and maintain a Department of Defense Secret security clearance.
  • You will need to be a US Citizen and be able to obtain and maintain a US DoD clearance, to support this government contract, as well as successfully pass a drug and background check, to meet eligibility requirements for access to classified information.


Experience & General Characteristics:

  • In-depth knowledge of FAR, DFARS, and ITAR
  • Experience with reviewing RFPs, preparing proposals, negotiation, definitization and administration of DoD and Commercial contracts
  • Experience with risk assessment of proposals/contract terms and conditions and strategies to minimize potential risks to the business
  • Able to travel as required. Anticipated 15 - 30% of time
  • Able to work any shift, weekends, and overtime as required
  • Excellent communications skills. Effectively communicate via formal letters complicated and sensitive subjects, possess proper email skills, and possess excellent verbal communication skills
  • Must be detailed oriented
  • Experience gathering comprehensive data from multiple disciplines, address complex issues and concerns.
  • Experience in problem solving through creative solutions drawing from prior experience.
