Position Description

Serco has a great opportunity for a Principal Advisor who has experience providing support services to the U.S. Navy. The Project Leader will deliver critical Fleet support to ensure surface ships meet all current and future mission requirements.

Serco supports the US Navy as a prime for the SEA 21 Professional Support Services which integrates maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to best manage the lifecycle of all non-nuclear surface ships and systems from fleet introduction through transfer to disposal.

You will work as principal advisor to the Director, Industrial Assessment, a directorate within SEA 21 that reports directly to the Flag Officer assigned as Director, Surface Ship Maintenance, Modernization and Sustainment. You will lead a small team in developing innovative approaches to assessing Integrated Production Schedules, Port Workload and Capacities, Industrial Health, and Cost Estimating of Master Shipyard Repair (MSR) companies.

In this role, you will:

  • Provide support to the DDG MOD 2.0 & FLT III Back-fit programs.
  • Update the SEA 21A Industrial Base Comprehensive Analysis.
  • Participate in the Weekly Performance to Plan Surface (P2P-S) Action Officer Meeting.
  • Represent SEA 21A in various meetings, reviewing briefs and advising the Director on the path forward.
  • Develop Integrated Production Schedule (IPS) assessment templates.
  • Maintain Access Databases associated with CNO Availability and SEA 21A Dry Dock schedules.
  • Develop briefs and talking points for GAO Congressional Inquiries and public speaking engagements for SEA 21A.
  • Analyze weekly and monthly availability schedule, manpower plans, and productivity data.
  • Assist in the development and integration of 009-60 schedule submissions with CNRMC Port Workload charts.
  • Assist in the characterization and assessment of private shipyard workforce capacity.
  • Assist in the development of scheduling Community of Practice, standardizing and documenting scheduling best practices, policies, and procedures.
  • Perform workload, capacity, and schedule assessments in support of acquisition strategy development.

Qualifications

To be successful in this roll, you will have:

  • Active Secret security clearance is required.
  • Bachelor's degree in engineering or a technical discipline in the maritime field plus 8-10 years experience.
    • in lieu of a Bachelor's degree additional years of experience in this specialized filed will be considered.
  • Proficiency in critical path analysis and Earned Value Management (EVM).
  • Minimum 10 years experience supporting Navy shipbuilding, maintenance, and modernization.
  • Proficiency in the Microsoft suite of tools to write reports and develop charts for inclusion in reports to senior Navy leaders.

Additional Desired Experience and Skills:

  • Familiarity with Integrated Master Schedules (IMS) generated by shipyard contractors desired but not required.
  • Prior service in the Navy is preferred, but not required.
  • Limited travel is required.
