PRIMARY PURPOSE OF POSITION

This position manages the Smart Grid Operations team which resides in the BGE Field and Meter Services department.

Manage the personnel and activities of the Project Support Group in six core areas: 1. Smart Grid Advisory Council and external stakeholder engagement: analyze and prepare materials for meetings with these two separate groups leading up to the April 2012 plan filing and periodically thereafter 2. AMI Business Plan design and the annual review process with the Illinois Commerce Commission: manage the process for drafting the initial 10-year AMI plan and accompanied testimony and the subsequent annual updates including actual performance against plan 3. Project management: manage scope, schedule, budget, issues and reporting along with forecasting and tracking performance to the legislated financial metrics 4. Black & Veatch business case: maintain this complex financial model for purposes of LRP submissions and performing variance analysis of the project's financial performance against the Black & Veatch (B&V) final report 5. Employee plan: coordinate the reassignment of employees into positions both inside and outside Customer Operations 6. Smart Grid model communities plan: represent the AMI project on the cross company team designing this plan While the position will regularly support the Director of the AMI Project, this position will support each key manager on the project while also interfacing directly with Regulatory, Legal, Finance, Human Resources and PMO for the Electrical Infrastructure management. Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES
  • Manage the analysis and preparation of materials for meetings with the Smart Grid Advisory Group and external stakeholders (25%)
  • Manage the process for drafting the initial 10-year AMI plan and accompanied testimony and the subsequent annual updates including actual performance against plan (25%)
  • Project manage the scope, schedule, budget, issues and reporting along with forecasting and tracking performance to the legislated financial metrics (20%)
  • Manage the maintenance of the Black & Veatch financial model for purposes of Long Range Plan submissions and performing variance analysis of the project's financial performance against the pilot final report (10%)
  • Coordinate the reassignment of excess employees whose positions will be eliminated due to automation and cannot be placed in Customer Operations (10%)
  • Represent the AMI project on the cross company team tasked to develop the model community plan and integrate this scope into the AMI plan (10%)

JOB SCOPE

This position supports the full breadth of the AMI project's duties from external engagement to project and financial management to business planning. The position will manage a staff of three professional employees and be responsible for project managing a $1.6B project over 10 years and deliver over $2B in benefits to rate payers.

Qualifications

MINIMUM QUALIFICATIONS
  • Bachelors in Business Administration or other relevant discipline
  • 8 - 10 years of utility experience or consulting to utilities
  • Excellent interpersonal skills and diplomacy
  • Ability to direct the work activities of others, primarily data analysts and possibly consultants
  • Demonstrated knowledge of principles of operational excellence, contract management and project management

PREFERRED QUALIFICATIONS
  • Finance major preferred
  • Experience with business support, project management, financial planning and analysis with complex business case evaluation
  • Advanced degree in business or engineering or related discipline
  • Demonstrated ability to develop and implement process enhancements and efficiencies including technology and performance.
  • Demonstrated business acumen, customer awareness and ability to create value
