General Duties include:

  • Analyzes user needs to determine functional requirements for a wide variety of projects and highlights areas of improvement
  • Conducts functional testing of various projects or systems
  • Researches, identifies, and recommends resources required for task execution and completion
  • Writes and updates project documentation including procedures, presentations, and training materials



Specific Tasks include:

1. Compile Joint fielding and terminal development strategies and recommend associated priorities. This includes:

  • Compiling configurations and associated capabilities for both fielded and in-development NDI Link-16 terminals
  • Collect fielding and modernization data from Services by coordinating through the Joint Staff
  • Coordinate with Force Modernization & Platform Representatives to develop cohesive Fielding Plan
  • Leverage System of System (SoS) Analysis testing and reports to inform fielding plan strategies
  • Develop or modify Fielding Charts (e.g. Rainbow and Sunrise), timelines and investments for Link-16 NDI Users
  • Develop or edit Appendices to SoS Analysis reports to support service fielding strategies and priorities for investments



2. Collect cost and schedule data on Service modernization and fielding plans, and maintain a history of such data. This includes:

  • Working with Platform Program Offices and Joint Staff to get cost data Service Resource Sponsors
  • Overlay cost data with associated fielding and modernization plans
  • Collate and understand funded Link-16 investments across the FYDP and POM



3. Support the development of policy recommendations and develop roadmaps to support the maturity of the waveform and associated applications. This includes:

  • Develop Link-16 roadmap to illustrate campaigns and mandates to compare to overall fielding plan
  • Collate additional lead service tasks and products to make informed recommendation for roadmap development to support the Warfighter
  • Overlay joint fielding plans and Joint SoS Analysis to make specific policy/capability recommendations for Link-16 User Community
  • Provide monthly status and inputs to annual report to support policy briefings, recommendation and policy updates (e.g. JROCM, etc)



Experience:

Required:

  • Five or more (5+) years of experience with DoD Acquisition
  • Subject Matter Expertise with NDI Link-16 terminals
  • Understanding of capabilities and limitations and associated impacts to various campaigns and mandates
  • Be able to apply critical thought and understanding of options and strategies available across both Program of Record (PoR) and non-PoR NDI portfolio
  • Secret clearance required, TS/SCI eligible



Education:

Required: Bachelor degree in STEM field.

Desired: Masters degree in a STEM field

Note: 4 years of experience above the minimum experience requirements above can be substituted for education.
