Purpose of Job

**This role has the option of working fully remote within the continental United States or one of our hub sites.**

Sets the strategic direction and execution of multiple technology domains which entails evaluation, selection, implementation, and maintenance of hardware, software, and services that support the infrastructure for USAA's internal and/or Member facing applications. Establishes priorities for system enhancements, maintenance and operations and maintain change control management.

Establishes and executes strategies, operational policies, key functional objectives, and collaborates across the enterprise to meet the company's objectives for productivity, availability, and performance as well as introducing new technologies, while understanding and effectively managing any associated risks.

Job Requirements

Tasks:

  • Identifies and manages existing and emerging risks that stem from business activities and the job role.
  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled.
  • Follows written risk and compliance policies, standards, and procedures for business activities.
  • Develops regular working relationships with financial services regulatory agencies.
  • Has overall responsibilities for all of the financial and operational aspects of multiple domains. This includes establishing and executing strategies, operational policies, key functional objectives, and mission accomplishment. Monitors budgets and expenses within department and is accountable for meeting budget goals.
  • Develops productive, collaborative working relationships with leaders across the organization and collaborates across the enterprise to meet the company's objectives for productivity, availability, and performance as well as introducing new technologies to facilitate employee productivity and new channel functionality for the Member.
  • Establishes and manages compliance with necessary IT policies and procedures for the smooth operations and recovery of the computing environment.
  • Develop, in partnership with the Architecture organization, strategies for simplifying and developing domain initiatives in multiple data center, both on-premise and off-premise.
  • Develop the operating model driving the "everything is code" mentality for end-to-end automation across infrastructure services.
  • Identifies, develops, attracts, and retains talent that have the knowledge, skills, and abilities to effectively identify, measure, monitor, and control relevant risks.
  • Advocates re-use and simplicity of design through delivery and communication of technology standards and guidelines, development of reference models for highly used technology design patterns, direct participation of architects on key projects and initiatives as well as involvement / influence with key external partners and suppliers.
  • Maintains understanding of the industry landscape, customer trends, and current business issues to run a competitive analysis, balances short term and long-term needs, and makes appropriate trade-offs that minimize rework and positively impact organizational competitiveness.
  • Maintains a network of leading experts throughout the technology and financial services industry to maintain current understanding of market trends and provide a foundation to influence directions.



Minimum Education:

Bachelor's degree in related discipline (e.g. Information Technology, Computer Science, Information Management, etc); OR 4 additional years of directly related experience (in addition to the minimum years of experience required) may be substituted in lieu of a degree.

Minimum Experience:

  • 10 or more years of progressive related experience developing strategies, managing major initiatives and delivering results within a complex matrix environment required.
  • 8 years of people leadership experience in building, managing and/or developing high-performing teams
  • 8 or more years of experience leading IT infrastructure teams in defining visions and strategies providing infrastructure solutions in support of large enterprise business solutions.
  • Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals required.
  • Executive level business acumen in the areas of business operations, industry practices and emerging trends required.
  • Extensive experience in infrastructure planning, project management, design, deployment, and system life cycle management
  • Experience across a broad range of IT infrastructure and services disciplines
  • Experience managing multiple large technology supplier relationships and agreements (SOWs)
  • Experience managing complex organizational budgets and capital expenditures
  • Experience in inspiring, leading, and defining vision, strategy and organizational change
  • Experience assessing and leading complex process change



Preferred Requirements:

  • 15+ years of experience in a technical discipline (e.g. software development, enterprise architecture, digital, solution design) with a proven track record leading comparable operations and programs (e.g. IT operations and large-scale technology transformations) and engaging executive level stakeholders.
  • 10+ years of experience with the following:
    • Serving in a supervisory role as a technology officer or in a senior IT role directly interacting with board of directors on bank technology-related issues, preferably in a large financial institution (assets $100 billion+) including 5+ years post-Dodd Frank experience.
    • ITIL experience in financial services
    • People leadership experience in building, managing and/or developing high-performing teams.
    • Managing a mainframe environment
  • 5+ years of cloud experience with infrastructure as a service both on-premise and off-premise (AWS, GCP or Azure).
  • Significant financial services regulatory experience to include agencies like (FRB, OCC, FDIC, TDI, CFPB).
  • Significant experience designing and developing organization processes, risks and controls consistent with industry frameworks.
  • Strong understanding of Site Reliability Engineering (SRE) principles and practices.
  • Experience with resiliency and recovery programs focused on RTO and RPO in large financial services organization.



Compensation:

USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $205,500 - $370,100.

Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.

Long Term Incentive Plan: Cash payment for Executives only representing a cash payment which is both time and performance based
