Inclusive Economies Initiatives Manager
The Inclusive Economies Initiatives Manager is responsible for leading and staffing the development and implementation of new place-based strategies to promote inclusive economies in smaller cities and towns and rural New England, to improve economic outcomes for lower income residents. Work will be conducted in collaboration with others in the Working Places team and the Boston Fed's Regional and Community Outreach Department. The new initiative will build off of the bank's successful Working Places/Working Cities Challenge, as well as planning work done over the last year. Potential areas of focus for new inclusive economies work for the Boston Fed include: economic recovery from COVID, guaranteed basic income, efforts to redress racial inequity, child care/job quality, small business.
Principal Responsibilities

  • Strategy and Design: build upon previous planning work/general direction for new initiative and creating a design and plan for implementation, including understanding existing related work being done in New England communities, getting input from community members and other stakeholders, building department engagement and support, building new partnerships with external partners, leveraging funding opportunities such as the American Recovery Plan, understanding relevant research/evidence, developing goals and success measures.
  • Implementation: Implementation work will include outreach to and relationships building with communities, convening cross sector teams and adding value to their work through technical assistance, building networks of peers and funders project management, communications, tracking success.
  • Expanding Impact: The inclusive economies lead will find opportunities for the Boston Fed to support communities by creating aligned systems change through regional, state-level and national partnerships. Models for expanding impact include shifts in policy, procedure, funding flows and relationships.

Other accountabilities:
Position will be hybrid remote/in person. Candidate must live in New England and be able to be present in Boston offices one to a few times a week if needed. Position includes limited travel around New England, and occasionally outside of region.
Supervision:
This position is not required to supervise staff, though it does include working collaboratively with colleagues in Working Places and across the department.
Knowledge and experience
Experience and knowledge that may be acquired through a Bachelor or Master's degree and approximately 8-10 years relevant working experience.

  • Passion for and commitment to creating community change
  • Experience making change/having impact at a community level. Experience in smaller cities and/or with cross-sector collaboratives a plus.
  • Ability to identify opportunities for change and progress, design an approach to take advantage of these opportunities, assess success.
  • experience developing and implementing place-based economic development or social impact initiatives including developing strategic plans and designing innovative approaches.

  • Ability to build and maintain partnerships
  • ability to manage complex stakeholder groups in designing, starting up, growing, and moving to impact on strategic initiatives. Understanding of desired results, ability to deliver impact in implementation.
  • Expertise/experience in addressing community racial equity issues and embedding equity in programs and/or policies a must.
  • Ability to facilitate learning experiences and coach practitioners.
  • Specific issue area experience in one or more of the following topics is a plus: economic resilience/recovery work, child-care, job quality, guaranteed basic income, or other public policy areas that make economies more equitable and inclusive.
  • Understanding of federal, state and local funding sources.
  • Ability to work effectively in changing environment, be adaptable,
  • Ability to work independently as well as in team.
  • Strong communication skills.
