HoneywellAerospace is seeking an International Offset Director. This position will beresponsible for the identification, negotiations and execution of theinternational offset obligations in assigned countries. The position willreport to the President of Defense & Space within Honeywell Aerospace.
Thesuccessful candidate will:
- Identify offset opportunities, determines requirements and develops offset plans.
- Serve as consultant to internal management for developing offset long-range strategies both by country and product
- Partner with international customers to develop Offset programs to address needs that further their national goals and responsible for ongoing project communications during program implementation
- Submit, report and achieve Offset credits within budget and schedule
- Work with program finance to develop estimates in support of proposals and track actual costs to plan during program implementation
- Negotiate offset agreements on behalf of D&S and finalize fulfillment activities with foreign government representatives
- Assist programs in tracking and reporting progress to satisfy existing offset obligations
- Generate internal and external correspondence regarding reporting requirements and status of offset obligations
- Provide periodic internal offset status reports to D&S LT, BD and program management as needed
- Participate in domestic and international offset conferences, responsible for coordinating with international companies and third-party providers to develop meaningful cost-effective offset solutions
- Partner with Contracts regarding Offset agreement to develop, negotiate and coordinate with Export/Import to assure offset program compliance with United States Government export laws
- Interface with multiple international customers and the product line program Directors and Managers on a regular basis
- Travel internationally approximately 25-50% of the time
- Regularly interface with Legal, Business Development, Contracts, Procurement, Sales, Engineering, Customer & Product Support, Licensing and other Honeywell Aerospace departments in support of developing and implementing Offset programs
- Be a Leader & Facilitator to drive offset demand-supply alignment, pro-active planning including banking of credits and process improvements
- Manage Aero-wide offset Management Operating System (MOS)
- Meet and converse with high level foreign ranking officials and/or technical customer personnel
- Drive teamwork for strategic assessment of business pursuits or sales campaigns, offset proposal preparation, offset cost accounting and offset contract negotiations
- Be knowledgeable about and leverage not only AERO but other Honeywell divisions foreign presence and activities to support Offset requirements
- Be aware and implement Export License best practices in all foreign activities in support of Offset programs
- Be a self-starter who is results oriented
- Must be able to work across a heavily matrixed environment to build relationships and get results.
YOU MUST HAVE
- Bachelors' Degree
- 8+ years in progressively responsible leadership positions
- 3 years of international experience including ITAR, Export/Import Regulations, and Foreign Corrupt Practices Act
- Export experience and familiarity with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
- Experience with US FMS and DCS contracting systems
- Experience with offset related requirements
- Ability to regularly report out and work with executive level leaders internally and externally
- Must be a U.S. Citizen due to contractual requirements

- Varied business experience in areas such as marketing/sales, program management, business development or equivalent areas
- Understanding of international policy, international marketing, offset laws and regulations
- Advanced leadership skills with the ability to direct functional groups without having command authority
- Ability to create business plans and manage financial assessments
- Ability to travel internationally (25-50%)
- Knowledge of cultural sensitivities around the world
- International business experience and working with foreign governments
- Knowledge of Sales process and Functional processes including supply chain & product support
