Were searching for a Director, Security who demonstrates twenty-four-hour responsibility and accountability for operations, quality of services, and all aspects of physical security and electronic security programs including visitor management, parking and traffic enforcement and control, fleet management, and implementation of workplace violence investigations and strategies for all Childrens entities. Under the direction of the Vice-President, has accountability and authority over all department budgets. Responsible for the security programs affecting all visitors, patients, staff, and faculty of Childrens Hospital and Medical Center. Plans, leads, organizes, directs, and controls all security employees and contract personnel in furtherance of goals and objectives of the organization related to physical security, visitor management, parking, fleet management, and workplace violence. Conducts continuous program reviews in concert with other Directors to ensure provision of quality services. Acts as point-of-contact with local, state, and federal law enforcement agencies. Responsible for ensuring a security-conscious environment in furtherance of the Environment of Care Combined Management Plan and regulatory agencies. Develops and implements strategic initiatives in furtherance of organizational goals and objectives related to physical security, electronic security, parking and traffic enforcement and control, and transportation. Acts as a member of the Facilities Division leadership team providing advice, counsel, and collaboration in furtherance of division and enterprise objectives.

ESSENTIAL FUNCTIONS
  • Under the direction of the Vice President, prepares the annual operational and capital budget for the security department.
  • Authority to take immediate action to prevent imminent threats to the organization where time does not allow for usual consultation with higher authority.
  • Chairs the Security Sub-committee of the Environment of Care and is a member of the Environment of Care Steering Committee.
  • Responsible for the planning, implementation and execution of business plans or activities for the department.
  • Makes decisions guided by the business plan and resource availability that impacts service levels and the teams ability to meet objectives.
  • Analyzes processes and procedures and makes recommendations and/or decisions on guidelines for daily processes/activities within department. Drafts, approves, and implements new or revised policies, processes, and procedures for security.
  • Manage department budget performance and adhere to record keeping policies and procedures.
  • Develops the annual budget, monitors, and prepares budget variance reports for the department.
  • Applies business and management expertise to identify problems/opportunities, determine solutions, and measure results.
  • Ensures compliance with quality assurance, safety practices, policies, regulatory, and legal requirements.
  • Ensures security control center operations provides active monitoring, dispatching, and surveillance for all security and fire alarms and active video surveillance for all Childrens entities within the scope of service.
  • Oversee and conducts investigations into security and threat incidents.
  • Maintains and assures continuous loss prevention activities.
  • Ensures high-levels of security for security-sensitive areas.
  • Maintains secure access control and video monitoring and approves all access control, key issuance, and provisioning of video for the organization.
  • Reviews security daily activity and incident reports to ensure professional quality and provisioning of services.
  • Manages contracts with outside contractors for security, parking, transportation, and related areas.
  • Expedite workflow by distributing assignments in a timely manner, review work orders and set priorities accordingly.
  • Maintains accurate business records subject to audit.
  • Participate in performance improvement meetings, quality assurance programs, safety programs, and management and departmental meetings.
  • Plan, coordinate, and direct activities such as: staff assistance with patient restraint and intervention in disruptions by patients, visitors, and staff; traffic control; guard and patrol physical property; escort service for visitors and staff; monitor systems response; orient and monitor personnel working in high-risk areas; and investigation of accidents and criminal acts.
  • Develop and implement security procedures and compliance with hospital policies and procedures and applicable state and federal laws.
  • Manages hospital fleet vehicles and ensures adequate controls and maintenance programs are in place.
  • Analyze traffic and parking problems and implement new or revised programs, policies, and procedures.
  • Plan, lead, organize, direct and control security awareness programs for the hospital staff including new employee orientation, department in-service, as well as the security staff continuing education.
  • Plans, leads, organizes, directs, and controls the employee and contracts staff of the security department to ensure the provisioning of professional, high-quality public safety services best practices in an efficient and effective manner.
  • Maintain a safe and secure environment through monitoring appropriate staffing, qualifications, scheduling, training, and coordination of activities with outside contractors.
  • Selects/hires employees and trains and/or oversees the training on job related tasks.
  • Conducts employee performance management duties including completion and delivery of performance evaluations, setting goals, dissemination of information, coaching, addressing performance issues/routine correction actions, and recommending termination of employment.
  • Makes salary recommendations.
  • Submits notifications for personnel actions (e.g., status changes, terminations).
  • Makes recommendations for human resource needs.
  • Ensures all staff maintain up-to-date professional standards and certifications as required.
  • Design work routines and schedules of staff for maximum efficiency
  • Assure that security acts to prevent risks to the organization, investigate incidents, demonstrates deterrence, and provides high-quality customer service with strong reporting and documentation of incident and investigations.
  • Maintains a twenty-four-seven security control center adequately staffed by trained and professional security control center operators responsible for monitoring systems and alarms, dispatching staff and conducting active surveillance of building and parking.
  • Defines operational standards, organizes department-level activities to achieve optimum service delivery/systems/care/processes, setting high performance objectives for the department.
  • Holds self and others accountable to meet stated objectives, outcomes, goals, timetables, and commitments, adhering to standards even in the face of unforeseen circumstances.
  • Responsible to direct and enable security systems and processes enterprise-wide, including but not limited to:
    • Visitor Management System
    • Vendor Management System
    • Workplace Violence Program
    • Access Control System
    • Proximity Readers and Badging System
    • Cameras, Intrusion Alarms, Panic Devices
    • Security Work Request System
    • Keying System
    • Risk Assessment Program
    • Emergency Security Response protocols

    • Fleet Management System
    • Parking Assignments and Controls
    • Surveillance processes
  • Carry out functions of leadership in alignment with expectations of similar positions within host hospital. Includes but is not limited to participation in leadership training, strategic committees fostering organizational culture and mission and meeting service/productivity standards.
  • Expand CHMC Security services to other aspects of the enterprise now and with future builds (CP Clinics, CSP Facilities, etc.) as resources and staffing permit. Including badging, camera coverage, proximity readers, duress alarms, etc.
  • Participate in strategic planning for Security systems and processes across the enterprise as CHMC expands services and locations.
  • Ensures continuous risk intelligence gathering and analysis of risk to prevent adverse incident for Childrens entities.
  • Uses discretion and independent judgment in organizing and directing security teams which includes but is not limited to regulatory compliance and management, quality assurance activities and programs, financial performance and reporting and personnel management and development.
  • Accountable for ensuring all security services and programs are maintained in accordance with regulatory standards, legal requirements, and best practices.
  • Provides leadership in supporting development of performance standards for all Departments/Services Managed.
  • Partners internally/externally to ensure the use of best practices, including lean principles.
  • Accountable for financial performance related to security, access control, video management, traffic control and enforcement, fleet management and other related programs and services while ensuring adherence to established operating budgets.
  • Ensures staff training in approved practices and procedures related to proper security practices.
  • Supports the Facilities Division through collaboration and cooperation in delivery of services.
  • Point of escalation for all security services by patients, physicians, and staff.
  • Creates a safe work environment for staff by ensuring adherence to all safety/infection control policies and procedures/practices to include but not limited to the wearing of appropriate protective clothing and gear and the proper handling of contaminated equipment and tools.
  • Manages and determines the degree of compliance with applicable standards, specifically in the areas of Joint Commission Environment of Care/Life Safety, CMS, NFPA, and OHSA.
  • Ensures program of continuing threat assessment for all facilities and responsible for planning and implementation of electronic security measures for all new and renovated facilities.
  • Ensures the cooperation and collaboration with other directors and entities in the delivery of services, promoting strong communication and partnering to avoid siloing and a non-strategic delivery of services.
  • Performs other duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES:
  • Thorough knowledge of law enforcement procedures, state law and corporate/hospital rules and regulations.
  • Working knowledge of interpretive application of federal and state occupational safety and health standards and regulations.
  • General knowledge of budgetary and personnel policies and ability to administer these effectively at the department level. General knowledge of public relations.
  • Ability to develop and execute departmental policies and procedures regarding security, safety, and traffic/parking.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence and procedures manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Must become familiar with applicable federal, state, and local regulations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of technical instructions in mathematical or diagram form.

EDUCATION AND EXPERIENCE:
  • Bachelors degree in criminal justice, healthcare management, or related field required. Graduate degree preferred.
  • 8 years of experience in a hospital, law enforcement or security field including five years supervisory experience required.
  • Experience providing testimony in local, state, or federal court systems.
  • Previous experience with loss prevention and security/law enforcement investigations.
  • Previous experience and education in threat assessment.

CERTIFICATIONS/LICENSURE REQUIREMENTS:
  • ASIS CPP or IAHSS CHPA certification within one year of employment

SPECIAL REQUIREMENTS:
  • Must have valid Nebraska driver's license and good driving record.
  • Must successfully pass an extensive background investigation.
