Your Role and Responsibilities

The position will be responsible for designing and leading advocacy for IBM on critical cybersecurity issues such as encryption, data security, supply chain security, threat intelligence sharing, cloud certifications, and government access to data.

The Cybersecurity Executive for Government and Regulatory Affairs (GRA) will identify and implement proactive public policy positions and advocacy campaigns to favorably impact the company's operating environment in the U.S. and worldwide. S/he will also build effective relationships and develop alliances.

Reporting to the Vice President, Technology and Science Policy, s/he will advance IBM cybersecurity policy objectives in relation to some of the most critical technology developments today around AI, quantum, privacy, 5G, and edge computing. Close collaboration across the Technology and Science team and the global GRA team, and key IBM business units is an essential element of the job.

Additionally, the Cybersecurity Policy Executive will:

  • Identify policy and regulatory accelerators and barriers for our cybersecurity priorities to inform the development of our policy positions.
  • Help design and manage the execution of policy campaigns, including messaging, coalition building, and events.
  • Discover and track relevant policy developments, including hearings, legislation, executive orders, etc.
  • Ensure coordination across IBM, especially with policy, security, cloud, Research, communications, and legal colleagues.
  • Prepare executive communications with pertinent information on policy developments, campaigns, activities for senior management.
  • Have and grow strategic relationships with leaders in federal agencies, Congress, business, and influencer communities.
  • Represent the company externally in trade associations and coalitions and at events, conferences, and government meetings.

The position will be a hybrid remote/onsite work model associated with our Washington D.C. office.

Required Technical and Professional Expertise

The ideal candidate should be passionate about the potential of technology to positively transform industries and society. S/he should also have a strong understanding of the cybersecurity ecosystem as well as its interface with emerging technologies like AI and quantum. Deep functional experience in public policy, with proven relationships and proven relationship and coalition-building skills is also important, as well as demonstrated ability to:

  • Envision, through collaboration, pro-active policy positions to advance business interests and anticipate changes in policy and regulation that could affect the company.
  • Develop and execute strategic plans and public policy campaigns.
  • Persuasively communicate cybersecurity policy positions and their implications at the highest levels of government and business.Be flexible, driven, and have a growth mindset and approach to teaming and problem identification and solving.
  • Collaborate effectively and build networks internally across business units and externally with diverse stakeholders.
  • Have a commercial outlook, exercise sound business judgment, and represent with integrity.



Preferred Technical and Professional Experience

  • Possess a Bachelor's degree or equivalent.
  • An advanced degree in public policy, international relations, or related field will be considered favorably.
