Category Specialist III - Procurement Compliance and Small Business
Responsible for the review and approval of Purchase Order/Subcontract files in accordance with Federal Acquisition Regulation (FAR) for product manufacturing, projects, or services. This individual will be communicating with various Supply Chain team members and other departments to ensure all file documentation is complete and accurate.
What You’ll Do:
- Support efforts to prepare the Procurement operating teams for government conducted Contractor Purchasing System Review (CPSR) and other internal and external audits.
- Assist procurement professionals by providing compliance guidance and training.
- Audit and evaluate policies and procedures to ensure that they comply with the appropriate statutes and regulations and that regulatory reporting requirements are met.
- Support small business program, property, estimating, accounting system reviews as well as DCMA, DCAA and other external audits.
- Maintain accurate records of audit requests and responses.
- Review Purchase Order and Subcontract file documentation as well as ERP system order accuracy.
- Review single and sole source justifications, commercial item determinations, and other documents for compliance with company policies and legal direction.
- Track, maintain, evaluate and improve buyer compliance metrics, hold compliance reviews and provide regular reporting to management.
- Provide recommendations to staff on procurement documentation adequacy.
- Provide recommendations for improvements in documentation, training, and approval authorities.
- Investigate and resolve compliance problems, questions, and/or complaints.
- Assist in development and implementation of tools and processes designed to increase employee awareness, efficiency, and understanding of compliance policies.
- Use independent judgment and creativity applied to resolution of contract issues.
- Support small business program, property, estimating, accounting system reviews as well as DCMA, DCAA and other external audits.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.
What You’ll Need:
- BS/BA in a related field plus 4 or more years related experience.
- Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- Strong government contracting skills.
- Effective leadership, teamwork, organizational and presentation skills.
- Must be able to work with minimal supervision.
- Must be proficient with MS Office, specifically Excel, and must be able to work in a multi-task, fast-paced environment.
- Outstanding analytical and problem-solving abilities.
- Excellent oral and written communication skills.
- Working knowledge of FAR/DFAR regulations and provide guidance to procurement professionals in support of procurement actions by referencing the FAR, FAR Supplements, and Supply Chain policies and procedures.
- Prior CPSR support experience preferred.
- Strong change management skills preferred.
- Subcontract Administration or Subcontract Management Experience preferred.
- Strong collaboration and negotiation skills preferred.

Compensation & Benefits:
- HIRING SALARY RANGE: $73,500 - $99,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
