Responsibilities

Category Managers consult and collaborate with business leaders across OPPD to identify and develop procurement/sourcing solutions for assigned categories of spend. The Category Manager must work collaboratively and influence across OPPD Business Units (BUs) to design proposals that meet the needs of various internal customer groups while also enabling the organization to realize significant savings by the leveraging of concepts such as: internal spend assessments, market analysis, vendor selection, pricing negotiation, bulk purchasing, standardized purchasing, sourcing strategies and total cost of ownership, etc. The Category Manager leads and oversees relationship management with prospective and current suppliers in their category, including, selection, dispute resolution, performance management, negotiations, contract development and escalation. The Category Manager leads the analysis and sourcing activities for assigned OPPD categories of spend while partnering with additional Supply Chain Management (SCM) representatives (Contract Specialists, SCM Analysts and Buyers) and with our Internal Partners to implement, monitor and continuously enhance the efficiency, effectiveness, and cost savings of category sourcing plans.
Specific responsibilities for this role include:
Category Management: Collaborate across OPPD BU leadership to assess the needs, design and implement Category Sourcing Plans that deliver assigned cost reduction and year-over-year productivity improvement goals.
  • Identify and prioritize sourcing projects within spend area scope for annual sourcing plan(s).
  • Design and implement annual (Current & Future) needs assessment plans to develop full understanding of OPPD needs, constraints and opportunities.
  • Leverage internal SCM resources to conduct internal and external analysis of spend patterns, market availability, pricing trends, vendor identification, etc. to support the development of Sourcing Plans.
  • Lead the analysis and design vendor criteria and relationship parameters. Lead the vendor selection and negotiation process.
  • Establish and maintain contractual and business relationships with the vendors.
  • Monitors contract compliance and resolve operational issues with vendors (e.g., quality, delivery and service issues).
  • Adjust sourcing plans based on supplier performance and BUs input.
  • Study and understand trends, developments and key cost, quality and value drivers of the categories managed by building and maintaining relationships with prospective and current suppliers, industry and cross-industry peers and industry associations as applicable.

Qualifications

Required:
  • Bachelor's Degree
  • Demonstrated working experience (2-3 Years) in trend analysis and the development of business case proposals
  • Exceptional problem-solving and analytical skills able to construct/execute multiple complex analyses and plans (e.g., TCO, NPV; cost-price analyses) simultaneously, to improve value and reduce total cost of ownership for OPPD.
  • Previous working experience independently leading an initiative/projects from 3-12 Months in complexity/duration
  • Comfortable with constructive conflict, possesses a willingness to challenge conventional thinking
  • Negotiating skills acquired through selling and/or buying experience
  • Strong Analytical mindset able to gain a fact based understanding of current supplier base, supplier economics and
major trends in relevant markets
  • Strong ability to get results through influence and relationships with internal partners
  • Superior communication skills
  • Valid driver's license
Desired:
  • Master's degree or advanced certification (e.g., CPM, APICS, CPSM, CPSC).
  • Broad knowledge of electric utility industry, OPPD operations, Federal Energy Regulatory Commission Uniform System of Accounts and applicable utility accounting practices, bond resolutions, budgeting and finance.
  • Knowledge of the public bidding process
  • Successful, multi-year track record in a procurement organization
  • Purchasing or Supply Chain related certification
  • Expertise in specific commodity or categories (Such as: IT, Transportation, Transmission/Distribution, etc)
