Acquisition Specialist, Journeyman, FPS DHS Suitability

The Federal Protection Service (FPS) Acquisition Specialist (Journeyman) will manage government acquisition and procurement programs, with expertise in managing finance and business operations at the national level, located in Washington, DC. Serco supports the Federal Protection Service (FPS) program, which is charged with protecting the buildings, grounds and property that are owned by the Federal government throughout the nation. The FPS Project Management Division is responsible for assisting the Acquisition Division in meeting acquisition and procurement objectives through project, program and investment management activities, such as market research, cost estimating, requirements development, analyses of alternatives, developing acquisition documents.

You will be providing leadership for teams of analysts in planning, facilitating, and supporting complex methodology development and evaluation, business process re-engineering, identifying best practices, change management and organizational development. You will be coordinating team activities to lead work on highly complex procurement and contractual process/reviews performance of their functions to implement complex acquisitions and contractor performance evaluations.

In the FPS Acquisition Specialist (Journeyman) position, you will:

  • Assist FPS contracting teams developing complex acquisition packages in support of government contracting and acquisition
  • Have expert knowledge of Federal contracting law, regulation, policies, precedents and related principles, policies, procedures, and audits.
  • Assist FPS in scheduling, facilitating, and leading working groups and activities for various steps in procurement and contractual processes and reviews.
  • Assist FPS in evaluating bid responsiveness, contractor responsibility and contractor performance.
  • you must have familiarity with business practices and market conditions sufficient to evaluate bid responsiveness.
  • Assist FPS by conducting research, and performing analysis of procurement requirements, including technical and cost data
  • Present factual findings derived from research and analyses
  • Interpret procurement policy, regulations, and directives
  • Assist FPS of composing bureau/agency guidelines



Qualifications

To be successful in this role, you will have:

  • Must be able to obtain DHS Suitability clearance for access to the workspace
  • Bachelor's degree in accounting, law, business, finance, contracts, purchasing, economics, communication, project management, industrial management, marketing, quantitative methods or organization and management
  • Minimum of 6 years of related work experience in acquisition and acquisition support activities
  • The ability to communicate effectively orally and in writing
  • Ability to lead Integrated Project Teams (IPT)
  • Ability to conduct detailed research and analysis of technical and cost data
  • Ability to read and interpret procurement policy, regulations and directives
  • Ability to develop complex acquisition packages in support of government contracting
  • Ability to provide clear technical direction and guidance to acquisition support staff
  • Proficiency with Microsoft Office tools including Word, Access, Excel and Power Point
  • Adept with office machines, and with internet research
  • The ability to handle multiple projects concurrently


Desired Attributes:

  • Experience with FPS, or other federal agency acquisition office
  • Experience with law enforcement acquisition offices
