Director of Contracts

Changeis is currently seeking a dynamic, results oriented individual with government contracting experience to join our team as a Director of Contracts.  This is a full-time opportunity that will be require working on-site with flexible hours in our Arlington headquarters twice weekly, and working from home during the week otherwise.

As a key member of the Changeis’s strategic planning process, the successful candidate will lead, manage and oversee the full life-cycle of federal contracts.  The Senior Contracts Manager will exercise independent judgment and supervisory responsibilities and will lead the contracting practice to manage the organization’s prime contracts, sub-contracts and subcontractor relationships.

The ideal candidate will have hands-on experience in the Federal Contracting and procurement environment including reviewing and analyzing contract documentation to determine contractual obligations and risk mitigation.  As a Subject Matter Expert, S/he will have a proven record of success in providing contractual advice to management, designing and implementing policies and procedures and overseeing the management of large, complex Federal contracts.

Responsibilities:

·       Provide cradle to grave support handling multiple bid opportunities, proposal work, negotiations, contract award and administration of the resultant contracts

·       Negotiate, analyze, and provide input into the preparation and revision of contracts and subcontracts to ensure customer and corporate objectives are met

·       Monitor company performance for conformance to original proposal and maintain continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and government regulations

·       Serve as point of contact for customers both internal and external in regards to contractual matters.

·       Act as an advisor to the management team regarding legal requirements, customer specifications, and government regulations.

·       Analyze and interpret federal government regulations including FAR and DFAR while ensuring compliance with DCAA.

·       Review and negotiate terms and conditions of different types of contractual agreements such as Non-Disclosure, Teaming and Subcontract agreements to ensure compliance with established policies and standards.

·       Advise management on contractual rights and obligations, and interpret terms and conditions.

·       Understand contractual opportunities and assist in the formulation of contract policies, procedures, methods, operating practices, and performance standards

·       Assist in planning and scheduling contract and regulatory compliance activities, including internal and external reviews and audits (e.g., DCAA and other independent agencies).


Qualifications:

·       Bachelor’s degree is required and advanced degree is preferred

·       12 years of experience within government contracting

·       5 years of experience working with Deltek. Cost Point 7 preferred

·       Contracts Management certifications such as CPCM highly desired

·       Working knowledge of applicable federal contracting regulations, including FAR, DFAR, and agency unique supplements

·       Working knowledge of Cost Accounting Standards, Pricing and/or Project Control

·       Ability to lead a negotiation, with understanding of how to bargain over key terms to come to a mutually acceptable contract in a way that will not alienate customers

·       Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions

·       Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionally

·       Ability to multi-task as well as be strategic, creative and innovative in a dynamic, team environment
