Job Description:

Reporting to the Chief Human Resources Officer, the VP Talent Acquisition is directly responsible for leading high-quality people-centric operations for talent acquisition and contingent labor, with a focus on strategic workforce planning as an enabler to success. Responsible for ensuring that HR services within talent acquisition and contingent labor operations are aligned with the overall People strategy which supports the vision, mission, and goals of OU Health.

Essential Responsibilities:

  • Lead, develop and continuously evaluate talent acquisition and contingent labor across the enterprise. Ensuring services are effective, efficient, candidate-centric, meet leaders' needs, align with the overall People strategy and comply with all state, local, and federal employment laws.
  • Partner with senior leaders, internal hiring managers, HR strategic partners, Total Rewards and other key stakeholders to recommend and successfully implement innovative and effective labor planning, recruitment, and onboarding strategies that promote diversity, equity, and inclusion in the workplace and cultivates a high performance, outcomes focused environment.
  • Develop and deploy best-in-class practices for end to end candidates experience including of sourcing, screening, interviewing, and selection.
  • Responsible for talent acquisition data and metrics developing, regularly reporting, presenting and informing on talent activities to leadership and decision makers through multiple communication channels. Defines the required metrics to measure achievement of key recruiting programs to and improve attraction, selection and retention of talent based on labor market search and benchmarks. Analyzes and leverages recruiting metrics to inform and modify strategies to continually meet and exceed the talent acquisition service level agreements (SLAs).
  • Develop and lead the implementation of the recruitment marketing strategy, including growing the employer brand and marketing the employer value proposition; manage the social media recruiting strategy, career website, and other recruitment marketing initiatives such as the ROI and contract negotiations on various job boards.
  • Select, Evaluate and Maintain vendor relationships that drive agility and selection of top talent. Provide a consistent approach to engaging vendors including vendor/leader engagement as well as contract consistencies in terms and provisions.
  • Defines and executes vendor management strategy to ensure a balanced approach to outsourcing hiring efforts, including consolidation and selection of high-quality external partners, technology, tools, and processes.
  • Partner with Supply Chain Sourcing on HR services and labor contract negotiations, creating standardization in contract terms, consolidation of vendors, and transparency of terms to hiring leaders.
  • Partners with Finance, Chief Talent Officers, and VP of Total Rewards & HRIS to build and execute strategic workforce plans, including an aligned model of employment types, target and surge planning, and proactive recruiting of employed and contingent labor to enable outstanding organizational performance.
  • Leads, develops, coaches, and effectively manages an engaged team to ensure service deliverables, performance metrics, and overall talent needs are met. Develops team to accomplish results through training, development, performance management, and recognition.



Minimum Qualifications:

Education: Bachelor's degree in Human Resources, Business, Healthcare Administration, or related field required.

Experience: Four or more years of experience in an HR leadership role and five or more years designing and implementing talent and/or HR programs.

License(s)/Certification(s)/Registration(s) Required: SPHR or SHRM-CP preferred

Knowledge, Skills, and Abilities:

Functional Expertise

  • Demonstrated track record of developing and implementing successful, creative, and comprehensive talent acquisition programs.
  • Demonstrated working knowledge of multiple HR disciplines, contract negotiation, and employment law.
  • Experience with various types of contingent labor management.



Leadership Skills

  • Demonstrated ability to develop collaborative relationships with key stakeholders. Strong influence skills and ability to motivate others.
  • Ability to maintain integrity and trust among leadership and staff.
  • Proven ability to manage a team of professionals and lead a departmental function.
  • Demonstrated business acumen. Demonstrated business understanding and ability to balance people/organizational decisions with business considerations. Experience using metrics to drive decisions and working with and negotiating contracts with external vendors.
  • Must be a strategic thinker, self-motivated, and have excellent problem-solving and project management skills.
