For most people, Medicare is boring, bureaucratic, and confusing. But it's important. If people wait too long to choose coverage, they risk life-time penalties from Uncle Sam, may need to undergo medical underwriting, or may pay out-of-pocket for 20%+ of medical costs plus prescriptions and most costs of dental, vision, and hearing.
What We Do
Our team and technology help retirees to navigate Medicare, including when and how to sign up, what specific coverage to choose, and how to maximize the benefits from their coverage.
Chapter has built industry-leading technology to help retirees save thousands of dollars on their healthcare. Our promise is simple: we want people to improve their health coverage while reducing what they pay for it.
How? Our platform searches every Medicare option available nationwide, while others search only a subset of plans, which is the norm in the Medicare market.

The Role: Recruiter
We are looking for an experienced recruiter to establish and lead our recruiting for our Phoenix office. As our first Recruiter for our Phoenix office, you will partner closely with our founders to build and scale our hiring and people ops strategy, particularly with a focus on Medicare agents and operational roles. You will use data and experimentation to evaluate the effectiveness of various top-of-funnel strategies and ensure a high-quality candidate experience throughout the process.
You will collaborate with our leadership team to build our company's DEI ethos and strategy. You will spearhead implementing these objectives and strategies into our hiring process and objectives. You will drive our continued success by hiring great people, helping them grow, rewarding them, and building a healthy and productive company.
What you'll do:
- Partner closely with the founders and hiring managers to set hiring strategy and goals, craft roles and job descriptions, and execute interview processes
- Manage the end-to-end hiring processes
- Help define and grow Chapter's mission and culture
- Creatively source, evaluate, and hire top tier talent for a variety of roles, including: engineering, product, design, marketing, operations, partnerships, and others
- Track and analyze recruiting metrics to ensure you are on track with your goals
- Consistently generate a healthy pipeline of quality candidates
- Develop strategic plans for sourcing candidates with diverse backgrounds
As the person responsible for building and owning our talent function and strategy, we are looking for someone who has:
- 4+ years recruiting in a fast-paced, high-growth environment, ideally with 2+ years of in-house experience
- Demonstrated resourcefulness and success in finding and attracting passive candidates
- A passion for providing an exceptional candidate and interviewer experience
- An interest in learning our product and business so that you can effectively communicate with candidates
- Strong track record of closing senior talent
- Interest in and experience building diverse teams
- An ability to use data to make decisions, experiment, and identify inefficiencies / gaps in the process
- Experience recruiting for a wide array of positions
- An ability to thrive in an unstructured environment by being self-directed and comfortable navigating ambiguity
