Provides practical, consistent, and proactive support, direction and advice to managers on HR procedure, policy, and best practice. This position carries out responsibilities in the following functional areas: employee relations, training, performance management, onboarding, employee exits, policy implementation, recruitment/employment and legal compliance.

Responsibilities

  • Conduct employee relations; gather and report data/trends to HR director; serve as a resource and coach to employees for work-related concerns and challenges
  • Investigate and resolve employee relations issues, including but not limited to harassment claims, discrimination claims and policy violations
  • Facilitate internal promotion and transfer opportunities for employees
  • Implement performance management process, including training employees and managers on the appraisal process, coaching managers on delivering feedback, and helping managers create development plans to address performance issues
  • Conduct exit interviews, identify trends/areas of concern to be addressed, pose potential solutions and ensure compliance of exit procedures
  • Prepare employee separation notices and related documentation for involuntary terminations
  • Develop HR communications and tools to keep staff informed of pertinent programs, policies and deadlines
  • Administer and communicate HR policies, procedures and benefits to staff; field employee questions; maintain employee handbook
  • Plan and oversee the implementation of the summer internship program
  • Serve as functional and/or business representative on agency/office culture initiatives
  • Partner with L&D to identify local training needs; research and recommend individual training opportunities as needed
  • Ensure all HR files, policies and processes are compliant with federal laws, state laws and agency policies, and records are properly maintained
  • Input information into the HRIS system as needed
  • Generate and compile local and regional HR reports as needed
  • Maintain manger and employee confidence by keeping human resources information confidential
  • Assist the HR Director with other HR duties and projects, including recruiting and employee retention efforts
  • Enter time reports at minimum once a week and expense reports within 10 days of incurred expense

Required Skills & Experience

  • Bachelor's degree in human resources or related field of study or equivalent HR work experience
  • Minimum 5+ year progressive track record in human resources
  • SHRM-CP or SHRM-SCP certification preferred
  • Excellent interpersonal skills and judgmental coupled with high degree of integrity and trust
  • Able to communicate clearly, thoroughly, and succinctly both verbally and in writing
  • Able to always maintain confidentiality and discretion
  • Proactive approach, demonstrated through actions such as identifying opportunities and solutions to be helpful without being promoted and looking for and taking on additional work during lull periods
  • Proficiency in Microsoft Office applications including Word, Excel, PowerPoint and Outlook
