Overview
The Head of Liquidity & Capital Management will be responsible for strategically managing the bank's liquidity and capital positions. This includes overseeing the bank's Basel reporting for Liquidity Coverage Ratio (LCR) and Net Stable Funding Ratio (NSFR), with a focus on optimizing liquidity and capital strategies. You will also be responsible for regulatory statistical reports on External Assets and Liabilities (EAL) and Ultimate Beneficiary Ownership (UBO).
This role requires a candidate with strong leadership skills and deep expertise in Capital Management, including Internal Capital Adequacy Assessment Process (ICAAP). You will be a key advisor to senior leadership, providing insights on the impact of new products and strategic initiatives on the bank’s financial health and regulatory compliance. The successful candidate will report to the General Manager Finance Operations, Liquidity & Capital Management General Manager
Key Responsibilities and Accountabilities
Functional (job responsibilities)
Strategic Oversight: Provide strategic oversight and leadership for all liquidity and capital management functions, ensuring the bank's financial framework is robust and aligned with business objectives and regulatory requirements. This includes taking full accountability for the timely and accurate submission of reports to Bank Negara Malaysia (BNM)
Liquidity & Capital Optimization: Develop and implement strategies to optimize the bank’s liquidity and capital positions, particularly related to LCR and NSFR. This involves identifying opportunities to enhance capital efficiency and manage liquidity buffers effectively, especially for capital-type products.
Operational Risk & Stress Testing: Lead the assessment of operational risk and its impact on capital requirements. Conduct and analyze results from internal capital adequacy stress tests to ensure the bank can withstand various market scenarios and maintain sufficient capital reserves.
Stakeholder Management: Act as the primary point of contact for BNM on all matters related to liquidity and capital reporting. Build and maintain strong relationships with internal and external stakeholders, including senior leadership and business divisions, to ensure alignment and effective communication on strategic initiatives.Strategic Analysis: Simulate and analyze the impact of new product launches, business initiatives, and market changes on the bank's liquidity and capital frameworks. Provide strategic recommendations to the Board and ALCO (Asset and Liability Committee) on mitigating risks and capitalizing on opportunities.
Jobholder Requirement
Citizen of Malaysia
Education/Qualification
Bachelor's degree or equivalent in a related discipline.
10 years and above of relevant experience, with at least 7 years specifically focused on Capital Management within the banking industry.
Experience
Possess a strong, in-depth knowledge of Bank Negara Malaysia's reporting guidelines for Basel Liquidity Ratios, EAL, and UBO reports.
Expertise in operational risk management, with a solid understanding of how it impacts capital requirements
Proven ability to conduct capital adequacy stress tests and analyze results to inform strategic decisions
Demonstrated experience in optimizing liquidity and capital strategies, particularly for LCR and NSFR
Excellent communication and strong stakeholder management skills, with a track record of effectively engaging with senior leadership and regulatory bodies like Bank Negara Malaysia.
