Purpose:
APMT has been nominated by the Government of Bangladesh to develop the Laldia Container Terminal, a greenfield site located 5 km downstream from the existing Chittagong Port. This project presents a strategic growth opportunity for APMT, aligning with its key priorities of greenfield expansion, automation, and decarbonization—leveraging the company's operational excellence. The fully developed terminal will feature a 600-meter quay, a 10.5-meter draft, state-of-the-art STS cranes, eRTGs, and essential utilities across a 20-hectare footprint, enabling a capacity of up to 1.47 million TEUs.
The objective of this position is to integrate the business needs into project scope, developing, leading and driving the business set-up (all external stakeholders related to the future busines as well as HR, operations, commercial, finance, HSSE and legal) for the new terminal, and to integrate smoothly with the assets under construction (civil, equipment, automation and IT works), into a viable operating terminal business from day one of operational go-live.
Principal Accountabilities:
- Be the focal point internally and externally for the future busines setup interactions with Key clients and stakeholders including but not limited to all relevant government agencies.
- Develop, drive, and lead the set-up of the HR, operations, commercial, finance, HSSE and legal functions for the new terminal – in line with the project’s scope, timeline, budget and objectives.
- Plan the terminal operations, in all facets (processes and people), and deliver a functioning terminal organisation, trained and ready to start and operate the terminal as planned.
- Develop and drive all external processes related to operation and ensure these are aligned and in place well in time before the start of operation.
- Understand, uphold, champion and implement the shareholders’ policies and strategies, such as APMT Terminal Production System and 2030 Strategic Imperatives.
- Connect with business community in order to understand current market practices, integrating with related functions and incorporating relevant requirements into Project scope.
- Understand project implementation impacts for the community and elaborate mitigation plans through Corporate Social Responsibility functional standards.
- Engage closely with the Project Director (CEO), CFO and Technical Lead:
- to understand critical dependencies and interfaces affecting the project,
- to ensure operational and functional requirements are met for successful integration testing and go-live, and
- to ensure successful taking over of assets and systems from the technical team at the end of the project.
- Within the defined scope, manage all changes to the project’s business scope, schedule, budget and risks.
- Lead the business integration team and build a highly engaged & performing team, be a role model of the Maersk values.
- Together with the Project Management Team, actively drive and promote safety culture, ensure all safety procedures are implemented and followed on.
Further responsibilities:
- General:
- Act as primary point of contact and be responsible for terminal’s operational business set-up.
- Together with the Project Director, HR and shareholders’ HQ functions, build the business integration team by recruiting high-skilled professionals for the development period as well as the full recruitment of the standing organisation for the future business.
- Lead and co-ordinate multidisciplinary teams and activities of others in the delivery of the project objectives.
- Maintain full awareness of project requirements, risks, changes, budget and schedule, report progress and liaise as necessary.
- Ensure that commissioning, safety and compliance are addressed early in the project and managed in accordance with the shareholders’ standards.
- Have strategies, mitigations and response plans for risks, re-assess project value if needed.
- Safety:
- Integrate safety into the design of the operational processes.
- Actively promote safety and assume a visible leadership role on the site.
- Drive that all staff maintain full awareness of safety as a priority.
- Ensure compliance by all vendors to the shareholders’ safety standards and policies in cooperation with the on-site HSSE manager.
- Project controls & governance
- Together with the Project Controls team, implement the shareholders’ project controls and project procedures to manage the project in a forward-looking manner.
- Ensure, together with the authority compliance / permit team, that all necessary permits and approvals are in place for the timely go-live of the project.
- Track project progress against the approved baseline and, where appropriate, ensure issues are pro-actively addressed, resolved and/or escalated and reported
- Assess delays and report on what corrective measures are being taken to mitigate delays.
- Ensure that the impact of change is fully assessed and introduced in a controlled manner.
- Maintain a forward-looking risk-register and subsequent mitigation strategies.
- Communications
- Ensure clear communication within and from the business integration team.
- Ensure consistent and timely project reporting.
- Meet regularly with relevant stakeholders and maintain full awareness of issues which may impact safety, progress, milestones and/or budget.
- Build relations at senior management level with stakeholders to influence the good outcome of delivering an operational terminal.
- Build collaborative relationships with associated divisions and external parties.
Critical interfaces:
- Work closely with the asset delivery team ensuring that:
dependencies from elements outside own responsibility (e.g. construction, equipment, automation, IT) affecting business and operations are well understood, and the asset delivery team understand impacts of changes in business or operational set-up.
- Liaise closely with all disciplines within the shareholders’ organisations to ensure that emerging workload is identified in advance and that resource requirements are planned.

Critical Qualifications/Skills/Experience:
Experience:
- Minimum 10 years’ experience in an operational environment in the transport and logistics sector, preferably in the container terminal industry.
- Over 5 years of experience in setting up organizations with the ability to provide leadership, obtain cooperation and build teams to meet objectives.
- Minimum 10 years of experience in managing interdependencies in large scale complex projects – preferably in projects with multi-dimensional stakeholder management.
- Experience working in capital expansion projects.
- Experience in Business Implementation or Integration.
- Minimum 5 years of experience working in roles coordinating multi-discipline teams.
- Experienced in working in a matrix organisation and in a functional role.
