PRIMARY PURPOSE OF POSITION

Develop and manage Revenue Policy functions and special projects, including retail regulatory filings and the strategic review of alternative cost regulatory mechanisms. This function assists in the planning, development, recommendation and support of the strategic policies and positions for PECOs distribution revenue requests and rates internally before Exelon/PHI key senior management, and externally before state agencies, as appropriate. This function may include the responsibility for testifying on the Company's behalf as its distribution or transmission revenue requirements witness in litigated, regulatory proceedings.

Development and implement of the Company's strategic regulatory options beyond the traditional revenue requirements model. Work with internal and external parties to define creative regulatory infrastructures and alternative regulatory approaches that further the Company's positions on matters encompassing strategy, policy and operations.

Responsible for applying critical analytical skills as well as possessing an in-depth working knowledge of legal, regulatory, financial and accounting concepts unique to the utility industry, to ensure adherence to regulatory filing requirements for distribution rate case proceedings, including preparation and presentation of testimony. Responses to discovery (data) requests of regulators and external parties, and contribution of revenue requirements expertise to legal filings and briefs related to distribution revenue requirements.

Act as liaison, obtaining and providing critical information to Exelon's financial and accounting business units on accounting, financial planning and financial statement disclosure requirements, as well as impacts, due to distribution revenue requirement positions, both proposed and adopted, and/or impacts resulting from rate case decisions or rulemakings rendered by regulatory bodies with jurisdiction over Company activities.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Manage certain regulatory filings and/or audits and specific segments of larger regulatory proceedings (e. g. distribution rate cases).
  • Plan, coordinate and manage the implementation of all aspects of the filings so as to facilitate timely cost recovery through the generation of regulated revenue and related rates. This includes the provision of guidance and recommendation to appropriate management and other departments in the development of filings and positions on, and responses to, information requests. Manage activities of the regulatory and multifunctional staff as assigned.
  • Evaluate, analyze and support the Company's regulated distribution revenue requests in litigated proceedings as well as settlement efforts. Act as an expert witness on distribution revenue and cost recovery matters before state governmental agencies, as appropriate, and in litigated proceedings.
  • Ensure Company's compliance with regulatory filing requirements of revenue and cost data for rate matters through continuous application of in-depth working knowledge of legal, regulatory and financial concepts and standards unique to the utility industry.
  • Analyze, interpret, and communicate accounting and financial planning impacts due to regulatory commission rate case decisions and rulemakings regarding distribution revenue and cost recovery matters.
  • Provide expert testimony and/or coordinate the preparation of testimony by other witnesses on behalf of the Company on regulatory issues
  • Manage activities of the revenue policy staff regarding distribution revenue requirement activities, including to coach, train and plan for successful position succession.
  • Participate on corporate committees and external organizations to develop improvements to regulatory infrastructure, comment on rulemakings and develop alternatives to existing regulatory requirements consistent with Exelon/ PHI strategic and business objectives.
  • This position has a direct impact on the Company's ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels and earnings.
  • The position has significant interrelationships both internally and externally. Key internal relationships include regulatory, finance, accounting, treasury, and legal, as well as other operational and support groups within ComEd / PECO / BGE and Exelon Business Services Company.
  • Internal relationships include the executive leadership of ComEd / PECO / BGE and to some degree Exelon-serving on corporate committees and teams providing input into business strategy development for the regulated businesses in a constantly and rapidly changing regulatory environment.
  • In addition, this position is called upon to provide expert guidance and/or advise Company management with regards to complex regulatory issues on a daily basis.
  • The position requires that it be a trusted and reliable source of information for the regulatory agencies and other parties involved in the regulatory processes that impact the Company.
  • The position is charged with participating with both internal and external organizations to develop regulatory infrastructure or develop alternatives to regulatory requirements that help to define the regulatory environment in a fashion that protects the interests of the Company.
  • In doing so, the position requires the ability to effectively interface with regulators, customers, expert consultants and others, demonstrating cooperation, tact, diplomacy and excellent judgment to further the Company's credibility, image and strategic objectives.
  • Work is complex in nature, and involves both technical and creative skills to achieve attainment of the Company's objectives within the context of the federal and state regulatory environment.
  • Generally operates with wide latitude for independent action and decision making, while understanding the constraints on authority for issues that impact broad constituencies.

Qualifications

MINIMUM QUALIFICATIONS

  • Minimum: BS or BA in quantitative field, such as Engineering, Economics, Mathematics, Finance or Accounting. Ten or more years of regulatory utility experience, primarily in rates, accounting, financial and strategic planning areas. Excellent written and oral communication skills are essential to represent the Company internally and externally and to testify on behalf of the Company before regulatory agencies.
  • Must possess highly effective personal skills to interface with other Exelon/ComEd / PECO business units, external legal counsel and state and federal commission staff.
  • Excellent financial, analytical and technical skills are required to direct and oversee activities related to the evaluation of financial policies, positions and outcomes.
  • Must possess a broad understanding of Exelon/energy delivery strategy and business practices.
  • Must display a high degree of professional integrity, complex problem solving and creative thinking abilities.
  • Have demonstrated high-level competencies in 1) accountability, 2) collaboration, 3) continuous learning and 4) high performance in ambiguous situations.


PREFERRED QUALIFICATIONS

Advanced degree in Accounting, Finance, Business, Economics or Law.

FERC-related regulatory experience preferred.
