  • Job Summary
    • Provide systemwide leadership and detailed expertise in the development of accurate, consistent, and timely cost accounting data and supporting technology solutions. This includes the development of uniform systemwide costing methodologies, databases, business planning and modeling including the use of activity-based and other progressive costing methodologies and where applicable. Works collaboratively with financial and operational leaders and data owners to maintain data integrity and accuracy and routinely evaluates areas of opportunity for enhanced costing as additional data sources become available. Supports the ongoing development and maintenance of actionable cost data and the consistent use of data in development of financial models and performance improvement opportunities. Collaborates, prepares and reviews financial models individually for projected financial performance, strategic importance and relevance to the mission and strategies of MedStar Health as part of the annual operating, capital budget and as needed throughout the year. Measures subsequent performance to assure the ongoing financial strength of the organization and validate expected results.
  • Minimum Qualifications
    • Education/Training
      • Bachelor's degree in finance or accounting. Master's degree preferred.
    • Experience
      • 7 years experience at a senior or higher level in cost accounting and finance related to financial planning and analysis; managerial experience preferred. Project management, operational, Lean and/or Sigma experience a plus but not required.
    • License/Certification/Registration
      • Active Certified Public Accountant (CPA) licensure or MBA preferred.
    • Knowledge, Skills & Abilities
      • Strong analytical, problem solving, and people management skills. A firm grasp of financial analysis techniques, cost accounting methodologies and financial reporting. Ability to analyze service line profitability, identify operational variation that could indicate opportunity for improvement and develop strategic analyses for capital and operating investments. Must be able to plan, prioritize and coordinate time to effectively deal with multiple projects. Excellent verbal and written communication skills. Ability to work in large system environment. Works collaboratively with executive, leaders, clinicians and staff. Moderate to advanced computer skills preferred. Knowledge of Excel, Access, PowerPoint, Microsoft Outlook, Tableau, Hyperion and PeopleSoft preferred.
  • Primary Duties and Responsibilities
    • Develops department goals, objectives, policies, and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.
    • Develops and recommends department operating budget and manages resources according to approved budget.

    • Provides systemwide leadership and hands on expertise in the development and maintenance of systemwide financial costing methodologies and technology solution to support delivery of timely, accurate and actionable cost accounting data. Identifies costs and utilization of providing care to patients by service line, physician, payor, population segment and other defined aggregations as needed for business plans and other analysis.
    • Development of uniform systemwide costing methodologies, databases, business planning and modeling including the use of activity-based and other progressive costing methodologies where applicable.
    • Educates and trains users (finance, operations, clinical) across the organization on costing methodologies, data definitions, modeling techniques and best practices.
    • Collaborative with financial and operational leaders and data owners to maintain data integrity and accuracy and routinely evaluates areas of opportunity for enhanced costing as additional data sources become available.
    • Collaborates across the organization with operational and clinical leaders to measure financial costs of existing programs, clinical variation, impacts of clinical program/process changes and new business ventures. Identifies financial opportunities and collaborates with financial and operational leaders to identify actions to drive performance improvement. Prepares and/or validates the volume/utilization projections, cost and related assumptions used in the financial analyses.
    • Collaborates across the organization to drive the consistent use of data in development of financial models and performance improvement opportunities.
    • Analyzes complex financial and operational data and extracts and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability, including productivity measures. Coordinates resolution of issues and identification of opportunities to improve accuracy consistency and efficiency
    • Ability to communicate complex financial concepts to a broad audience of financial and non-financial stakeholders including the preparation and presentation of cost accounting concepts at an executive level.
    • Participates in meetings and on committees and represents the department and business unit in community outreach efforts.
    • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.
    • Performs other duties as assigned.
