We currently have an exciting career opportunity for a Technology Lead in our Optum Care Services team within our Enterprise Clinical Technology division. You will work with the best and the brightest partnering with technology and business leaders who are working to meet the dynamic needs of the national and local health care markets. In this role, you will be responsible for leading the agile transformation and for the successful execution of strategic technology products / investments/ value stream. This is a hybrid role that properly balances program management, agile coaching, and transformational leadership to help software development teams build and deliver solutions more efficiently. This role will heavily leverage the Scaled Agile Framework (SAFe) to drive agile delivery within the value stream and release trains.
This position requires individuals who have successfully delivered software development initiatives leveraging at scale agile practices, demonstrated strong performance as a Release Train Engineer, Agile Coach and/or program management on distributed teams, and can drive and influence change and effectively communicate with all levels of the organization. You will have a strong Program and Project Management background, a core technology foundation and understanding in the application development and architecture arena, and experience in traditional waterfall methods. Applicants should have experience leading teams and people from a human resources and career development perspective as this position will likely have direct reports.

Primary Responsibilities:

  • Act as an Execution lead closely partnering with the Capability Lead, Architect & Business Owner to guide investment
  • Act as an adoption/transformation lead for agile implementation at enterprise level and/or across multiple streams of work
  • Define, plan and execute value stream level activities (e.g. Value Stream Sync, Value Stream Management Council, Integrated Release Meetings, Integrated Plan)
  • Facilitate coordination and dependency alignment between the value stream, release trains, third parties, release managers, or between the team and other Scrum Teams
  • Provide leadership and direction to the program teams on agile practices - optimize the overall software development lifecycle
  • Value Stream impediment removal
  • Maintain relevant value stream metrics that increases transparency and informs adaptive decision making
  • Lead overall technology delivery to successful completion, operating within scope, budget, and schedule commitments
  • Partner with Capability Management to drive the definition and refinement of the value stream backlog
  • Establish and continuously improve an efficient delivery ecosystem while maintaining required governance processes
  • Facilitate consensus and decision-making with business, IT and executive management
  • Manage value stream financials
  • Establish and manage Risk and Quality for at scale agile programs
  • Foster a team collaborative environment that tears down silos between groups - act in a single voice
  • Develop, coach, and mentor team members to advance their skills and career
  • Work cross functionally to align strategy, methodology and execution
  • Be a change agent and foster a "learn by doing" environment
  • Serve as an escalation for impediment removal for Release Train Engineers, Scrum Masters and scrum teams
  • Communication and engagement at multiple levels with both internal and external stakeholders
  • Management of matrix resources who may or may not be within a direct reporting structure
  • Actively contribute to the company's Agile and Lean Community through participation in the internal Agile Community of Practice

Required Qualifications:

  • 10+ years of IT experience
  • 7+ years Project Management experience in a large enterprise environment (Fortune 500)
  • 3+ years of Program Management experience
  • 5+ years of experience as a Release Train Engineer, Scrum Master, Product Owner or Agile Coach
  • 3+ years of leading/managing people
  • 3+ years of experience working on large scale, multiple Scrum team projects
  • 3+ years of experience working on mixed methodology program (Scrum interfacing with Waterfall from a dependency perspective)
  • 3+ years proven financial acumen with experience managing budgets exceeding $5M or more
  • Experience with both traditional and agile management tools (e.g. MS Project, Rally)
  • Experience practically implementing or executing within the Scaled Agile Framework (SAFe)
  • Solid understanding of scaling Lean and Agile, and understand the unique opportunities and challenges associated with facilitating and continuously aligning a large development program
  • Experience artfully applying multiple software development frameworks (e.g. waterfall, iterative, agile) to enable more efficiently delivering software
  • In depth understanding of technology and multi-practice disciplines associated with program life cycle methodology, large scale project implementation techniques and knowledge of tools and vendors in the marketplace
  • Program Management skills and experience including the ability to effectively interact with all levels of internal and external organizations to ensure client satisfaction and drive client and IT accountability
  • Proven track record leading matrix IT teams with 50+ team members in geographically diverse environments
  • Demonstrated ability to weigh alternatives and determine program strategy and experienced in leading large scale programs, consisting of diverse business and IT teams
  • Understanding of fundamentals of DevOps, Continuous Delivery & Accept Test Drive Development (ATDD)
  • Understanding of backlog tracking, burndown metrics, velocity, and task definition
  • Understanding of incremental delivery and the value of metrics
  • Excellent communication skills in written and spoken form
  • Relevant Bachelor's Degree


Preferred Qualifications:

  • Graduate degree; MBA
  • Industry Certification(s): Agile / Scrum, SAFe, Lean Methodology, and/or Project Management
  • Healthcare experience
  • Experience with CA Agile Central (Rally)
  • Experience in successfully managing multiple programs/projects simultaneously
  • Experience with DevOps (Acceptance Test Driven Development , Continuous Integration, Continuous Delivery, Service Oriented Architecture)
  • Experience working for a professional services or Big 4 management consulting
  • Participation in industry Agile communities of practice
