Job Description:

Parsons is seeking you - a innovative wizard who desires to focus on soup to nuts cyber operations - to lead the strategic roadmap while guiding DoD policies and procedures to ensure success. You'll be engineering projects that will produce next-generation CNO tools, system architectures, and capabilities to help revolutionize the cyber battlefield and ensure the superiority of our cyber forces over our adversaries. You'll collaborate with Government benefactors, project managers, engineers, cyber security / information security specialists, Quality Assurance engineers, and operations teams to ensure the mission effect is achieved. You will utilize your technical expertise throughout the process to ensure everything is accomplished in a sound and secure manner. You will support the Government to developing military plans that utilize mission effects for joint operational and exercise activities.

Responsibilities:

The responsibilities of the Strategic Innovation Lead position include the following:

  • Independently research, analyze, assess, and examine existing frameworks for DoD, interagency, national, and international cyberspace-related policy, orders, directives, doctrine, strategy, and guidance for modernization and optimization of mission efficiency and effectiveness
  • Propose new logical frameworks and structures to optimize the DoD guidance landscape and to clarify linkages to interagency and national frameworks and guidance
  • Advise Government in planning, course of action development, war game, and execution of cyberspace operations and exercises representing the team among other organizations
  • Brief plans and recommendations to engineering teams, program management and government decision makers.
  • Translate operational requirements into functional requirements and document via system CONOPS, system architectures, system requirements specifications, modern model-based system engineering models, JCIDS compliant documentation, and other related artifacts
  • Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and quality assurance plans
  • Work complex research projects as a senior contributor and as part of an integrated research team
  • Design and define system architecture for new or existing computer systems supporting the command or enterprise.
  • Build and iteratively develop needed systems/prototypes following DoD system engineering and RMF processes
  • Evaluate processes, procedures, and capabilities to integrate and enhance the system in prototype and operational environments
  • Perform complex systems development and IT infrastructure design work that may include cloud infrastructure design, network design, manufacturing and development cost projections, IT systems engineering.
  • Conduct cybersecurity engineering research and analysis



Required Qualifications:

  • BS in Computer Science, Computer Engineering, Systems Engineering, Cyber Security or related discipline
  • Minimum ten (10) years of IT Systems, Systems Engineer and Information Systems Cyber Security experience
  • Joint Professional Military Education (JPME II) qualified
  • Possess Joint Operational Planning and Execution System (JOPES) experience
  • Possess in-depth knowledge and understanding of the Department of Defense (DoD), DoD cybersecurity policies, and the Risk Management Framework
  • Possess an in-depth knowledge and understanding of military planning and operations; preference to joint and cyberspace activities
  • Experience performing the job responsibilities listed above.
  • Active DoD 8570/8140 IASAE level II certification
  • DoD TS/SCI Clearance with Polygraph



Preferred Qualifications:

  • MS in Computer Science, Computer Engineering, Systems Engineering, Cyber Security or related discipline
  • Project Management Professional (PMP) certified

Top Secret SCI w/Polygraph
