Description

SAIC is looking for an executive-level Senior Systems Engineer/Science & Technology (S&T) Expert to join an exciting program in Springfield VA, supporting the planning, initiation, execution, and transition of technology developments to engineering development and/or acquisition programs.

The successful candidate would support the oversight management and reviews of a portfolio of technology projects, develop and present technical briefings to senior-level audiences and committees, and support the implementation of a broad array of S&T procedures and practices. The candidate would also support enterprise-level systems engineering efforts to streamline/optimize efforts across the customer's Program and promote practices that enable a more agile and effective organization. The successful candidate will lead support efforts to develop innovative Concepts of Operation to address emergent threats by exploiting opportunities in the maritime environment. The desired outcome is to support development of robust new customer capabilities coordinating with key senior stakeholders, performers, and others across the Program and the broader community. Job duties include, but are not limited to:

  • Provide expert-level technical project management and systems engineering support with tailored expertise in DoD and/or other agency S&T/R&D management processes and procedures associated with complex maritime systems.
  • Mentor personnel in S&T project management and the effective transition of products to various partners. Support the formulation of technology roadmaps to depict a phased maturity development strategy that incrementally closes capability gaps.
  • Support technical project management and systems engineering tasks including project initiation, CONOPs generation, requirements development, performance work statements development, integrated milestone/schedule development, and transition performance exit criteria. Provide technical papers, briefings, and status reports to support effective monitoring and tracking of projects.
  • Support preparation of budget document narratives that clearly articulate the S&T strategy and associated return on investment. Prepare technical inputs to budget reports, including responses to execution status, to oversight management organizations.
  • Provide responses as required to oversight management personnel as required to support effective and responsive communication and coordination. Participate in IPT/Working Group meetings to facilitate communication and coordination across the customer's enterprise.
  • Interface and collaborate with program and performer personnel across the Program to ensure effective communication to support the effective development and transition of technology.
  • Travel (10-15%) outside assigned work area.

Qualifications

Required Qualifications

  • An active Top Secret clearance with eligibility for access to sensitive compartmented information (TS/SCI);
  • The ability to complete a counter-intelligence scope polygraph (post-hire);
  • Bachelor's degree in a technical field such as engineering, physical sciences, mathematics, or operations research and 13+ years of total experience; 4 additional years of experience may be considered in lieu of degree
  • 5 years or more of experience managing S&T/R&D technology portfolios;
  • 5 years or more of experience developing S&T/R&D budgets;
  • 5 years or more experience in Program/Project Management;
  • 3 years or more experience in Systems Engineering Management; and
  • Diplomatic, tactful, and strong interpersonal and professional skills to work effectively in politically sensitive environments.

Desired Qualifications

  • An active Top Secret clearance with access to SCI and CI Polygraph.
  • Advanced degree in a management or technical field (Physics, Engineering, Operations Research); PMP and/or other professional certifications.
  • 3 years or more experience in providing Systems Engineering and Technical Assistance (SETA) support.
  • 2 years or more experience in managing S&T/R&D projects using established processes and procedures (such as those used by the Office of Naval Research (ONR) or the Defense Advanced Research Projects Agency (DARPA).
  • 2 years or more experience in developing S&T/R&D technology roadmaps.
  • Experience in writing budget narratives for senior audiences/oversight personnel.
