Job Description:
We are looking for an experienced leader for a Release Train Engineer (RTE) role. This servant leader will build and lead a team of Scrum Masters and RTEs to deliver technology products and services on the EDPS Release Train. Key responsibilities include optimizing the flow of value delivered by Agile Release Trains and coordinating the ART ceremonies, managing dependencies across teams, and providing visibility into the business value delivery and the overall program increment. This role ensures impediments are resolved quickly, protects the teams from outside disruptions to delivery, and drives continuous improvement across the EDPS space. They may also act as an Agile Coach, promoting and coaching the Agile mindset and principles, enabling the group to become high-performing.
Key Responsibilities:
• Guide and coach EDPS and business leaders, teams, RTEs and Scrum Masters across ARTs on Agile practices, and develop their understanding of Agile principles.
• Lead a team of Scrum Masters and Release Train Engineers across 3 Release Trains.
• Drive continued excellence in Change Management and other policy requirements for projects and non-material deployments, including best practice adoption, and being a role model for Change adherence.
• Help define norms/agreements for the ART and drive accountability.
• Coordinate and facilitate ART ceremonies- e.g. Program Increment (PI) Planning, ART Sync, System Demos and Retrospectives.
• In collaboration with the Product Managers, ensure that the program has a healthy backlog and review/balance demand versus capacity.
• Promote and enable dependency management / risk management / impediment removal for the ART.
• Drive communication and collaboration within the ART to support value delivery and Program Increment commitments.
• Responsible for providing status updates and reporting pertaining to releases, timelines & impediments to stakeholders and leadership
• Ensure that execution is aligned with product strategy by working with Product Management, Product Owners, and other stakeholders.
• Enable teams and their ARTs to become high performing through collaboration and relentless focus on continuous improvement.
• Measure ART delivery, maturity, and performance and review the metrics with the RTEs to identify improvement opportunities.
• Capture data to help determine/track product funding and support the Program Managers in delivering forecasts and reports.
Required Skills:
• Strong knowledge of agile principles and techniques (ex. Scrum / XP / Kanban) and scaled agile frameworks such as the Scaled Agile Framework for the Enterprise (SAFe)
• Change and Release Management experience and knowledge.
• Ability to influence and guide business and technology leaders on changes that enable Agility.
• Demonstrated ability to coach and mentor
• Outstanding negotiation and communication skills
• Excellent repertoire of team building activities and collaborative leadership
• Skilled at optimization of teams and processes
• Proficient in JIRA
• Metrics driven with strong analytical skills
Desired Skills:
• Experience in identification and resolution of organizational impediments that impact team maturity and performance.
• Ability to facilitate discussion, decision making, and conflict resolution across teams, stakeholders, and executives, including external teams, business partners, and other Agile Release Trains/programs.
• Ability to influence and guide business and technology leaders on changes that enable Agility.
• Experience in facilitating significant improvements to the operating model and the end-to-end delivery process.
