Regulatory/Type Approval Engineer

Job Location - Hybrid: This position does not require an employee to be on-site full-time to perform most effectively. The employee's role enables them to work at a GM facility or off-site as frequently as needed or desired. This position requires an employee to be on-site 1-4 x per year.
Position is for a Regulatory/Type Approval Engineer dedicated to GMNA (GMNA) sourced programs for export markets and GM North America single point contact responsible for assigned regulatory and type approval/certification activities. Position requires a high level of interpersonal skills and knowledge of multi-disciplinary functions such that interpretations and/or negotiations are clearly communicated to and understood by global Government authorities or their designated agencies.
As a regulatory and type approval/certification subject matter expert, successful candidate is responsible for providing guidance throughout GM's Global Vehicle Development Process to establish optimal and innovative approaches for compliance to regulatory and type approval/certification requirements necessary for on-time program launch success.
The successful candidate will work with the Regulatory Process team to develop and further refine user stories for the Total Compliance Tool. The Total Compliance Tool is a multi-year project that will link regulations to requirements to testing and certification documentation. Key features include the Model Information Document (MID) database, self-certification compliance templates and program self-certification documents.
Regulatory Deliverables:
- Perform as subject matter expert (SME) for all assigned regulations applicable to GMNA export programs.
- Act as SME for consultation on regulatory requirements to engineering and design.
- Determine impact of new regulations on affected vehicle programs from both a component and vehicle system perspective.
- Participate in reviews of and update/maintain GM's regulatory database.
- Issue regulatory communications for assigned regulations to ensure accuracy, completeness, timeliness and ease of comprehension.
- Press for advance notice of future requirements for assigned regulatory areas and assess engineering impact.
- Work with regulatory colleagues around the globe to develop regulatory best practices.
- Participate in visual regulatory reviews for assigned regulatory areas and report findings.
- Train key stakeholders on requirements for achieving regulatory compliance.
- Participate in regulatory checklist reviews for assigned programs/markets/regulations at designated milestones.
- Support product investigations per the established process.
Type Approval/Certification Deliverables:
- Plan and execute type approval/certification activities for GMNA exports
- Communicate annual type approval/certification timing requirements to stakeholders based on vehicle content/regulatory changes.
- Streamline witness testing to reduce costs and minimize impact to test facilities via negotiation with technical agency authorities (propose ideas to reduce number of physical tests).
- Maintain/refine documentation database and templates with the latest information to support first time quality type approval/certification effort.
- Coordinate and lead all GMNA-based witness testing for assigned programs.
- Support development/refinement of GM's in-house test procedures, based on assigned regulations.
Qualifications
Required :
- 5+ years of post graduation engineering experience required; 8+ years of post graduation engineering experience strongly preferred
- Bachelor of Science Degree in STEM field
- Familiarity with export/global regulatory requirements.
- Familiarity with export market certification requirements.
- Comprehension of technical engineering, legal and political sides of issues.
- Negotiating skills; must be both persuasive and diplomatic in technical, legal and political settings.
- Proficiency in oral/written communications; when communicating with external 3rd parties, particularly government authorities, to integrate all knowledge and skills to present a best possible case on behalf of GM.
- Ability to organize and conduct meetings effectively.
- High level of independent judgment, accuracy, creativity and initiative.
- Ability to quickly identify, evaluate, summarize and elevate items requiring higher-level leadership attention.
- Strong demonstration of commitment to teamwork and partnerships internal to GM.
- Comfortable with dealing with ambiguous and unpredictable situations.
- Ability to meet time-sensitive deadlines.
- Ability to travel occasionally on relatively short notice.
- Cultural acuity.
- DFSS Green Belt certification.
- Ability to legally operate a motor vehicle on a daily basis.
- Ability to travel as needed (5% max).
Preferred :
- Knowledge of export/global regulatory requirements.
- Knowledge of export market certification requirements.
- Graduate degree.
- Financial acuity.
- Regulatory/Certification Engineer, Design Release Engineer or Validation experience.
- Familiarity with assembly plant processes.
- DFSS Black Belt certification.
- Knowledge of Power BI, SharePoint, Excel (pivot tables, slicers, VBA).
