Description
Job Location - Hybrid: This position does not require an employee to be on-site full-time to perform most effectively. The employee's role enables them to work at a GM facility or off-site as frequently as needed or desired. This position requires an employee to be on-site 1-4 x per year.
The position includes a significant portion of all responsibilities held by the Safety Standards & Regulatory Integration (SSRI) functional team. The SSRI functional team has two primary areas of responsibility that are critical to all GMNA designed, engineered, and marketed products.
1. Motor Vehicle Safety Standards (US and Canada)
2. Product Specific Regulatory Integration
In addition to the above, the successful candidate will work with the Regulatory Process team to develop and further refine user stories for the Total Compliance Tool. The Total Compliance Tool is a multi-year project that will link regulations to requirements to testing and certification documentation. Key features include the MID template, program MIDs, self-certification compliance templates and program self-certification documents.
Key Job Elements of responsibilities:
Motor Vehicle Safety Standards (US and Canada)

  • GM's Global Lead and Subject Matter Expert (SME) for Motor Vehicle Safety Standards (MVSS) in US and Canadian Markets. Communicates MVSS for US and Canadian Safety standards globally within GM.
  • Owners of FMVSS entries in GM's 'Automotive Regulation Information Database'.
  • Ownership of specific MVSS compliance sign-off templates.
  • Issue Global 'Regulatory Advisories' for communicating updates that are new or changed for assigned regulatory areas.
  • Forecast, plan for, analyze, clarify, interpret and communicate MVSS Safety Regulatory Standards (current and proposed) to impacted groups.
  • Proactive with SME consultation on MVSS requirements to Programs Teams, SMTs, Validation, Design Staffs, Legal Staffs, Public Policy, and Advance Vehicle Development Centers.
  • Lead, develop, and file responses to safety rulemaking and enforcement actions by federal agencies. MVSS rulemaking proposals (RFC, ANPRM, NPRM, SNPRM, FR).
  • Work to influence U.S./Canada federal motor vehicle safety standards rulemaking consistent with safety benefits and GM objectives.
  • Develops petitions for reconsideration, petitions for inconsequential noncompliance, and requests for interpretation regarding assigned MVSS areas.
  • MVSS Regulatory SME support of GMW Test Procedures.
  • Consult and negotiate as necessary with internal stakeholders to develop sound regulatory positions.
  • Propose strategies to accomplish MVSS compliance / certification objectives. May require development of proposed program roll-out plans to meet new requirements considering costs, program timing, etc., across the full U.S./Canada vehicle portfolio.
  • Represent GM in Alliance for Automotive Innovation Safety Policy Committee technical working groups.
  • Support GM's Global Regulatory Team to develop common regulatory interpretations for GM's Global Product Teams.
  • Maintain and retain all necessary documentation and resources essential to the assigned MVSS areas of responsibility.


Product Specific Regulatory Integration

  • Works with Program Engineering Managers and Type Approval Engineers to create and maintain the Regulatory Checklist by identifying applicable regulatory requirements for assigned programs.
  • Supports assigned program teams during MVSS certification Compliance Sign-Off for US and Canadian markets as regulatory approver for all required MVSS compliance summaries.
  • Works with Advanced Program Engineering Managers, Program Engineering Managers, Program Validation Managers/Engineers, Program Lead Standard Engineers, and Vehicle Chief Engineer (as required) to execute on-time product compliance sign-off for MVSS certification.
  • Provides regulatory leadership and training to Safety Standards and Regulatory Integration team as well as Validation groups to promote global program execution and strategies (US, Canada, Mexico, South Korea, etc.)
  • Applies technical systems/applications expertise and know-how of GMNA engineering and validation systems (GDM, GPDS, Sharepoint, PPC, Vis mockup, EDGE, etc.)
  • GMNA representative for global regulatory support, guidance, and consultation for GMNA Home-Roomed Engineering responsibilities.
  • Provides regulatory knowledge to assigned vehicle program teams to study, plan and execute export program change requests and decision notices.
  • Analyze, clarify, and communicate global regulatory standards (current and future) to assigned programs.
  • Maintains high-level of technical awareness of global regulatory requirements (FMVSS, CMVSS, KMVSS, ECE, EEC, Middle East Gulf States GSO and SASO Standards, GB, Japanese Jisha and TRIAS, Australian ADRs, Brazilian CONTRAN, etc.)
  • Maintains high-level of technical awareness of global certification protocols (US, Canadian, Korean and Brazilian Self-certification, European Type Approval, Chinese Certification, Japanese Type Designation Type Approval, etc.)


Required Qualifications:

  • Bachelor of Science Degree in Engineering or related/equivalent field(s).
  • Minimum 5 years of post-graduation engineering experience required.
  • Demonstrates leadership skills including empowerment and motivational techniques.
  • Comprehension of science, engineering, legal, & political aspects of issues.
  • Demonstrated proficiency in vocal/written communications.
  • Public speaking skills and ability to organize and conduct meetings.
  • Negotiating skills; i.e. must be both persuasive and diplomatic in technical, legal, and political settings.
  • High level of independent judgment, accuracy, creativity and initiative.
  • Capable of communicating the best possible case for demonstrating the highest level of professional integrity on behalf of GM.
  • Some travel may be required (domestic and international), but travel likely 5-10% at the most.
  • Must be able to legally operate a motor vehicle.


Preferred Qualifications:

  • Knowledge of operational conditions, constraints and penalties as defined in the (1) The Safety Act, (2) The Information & Cost Savings Act, and (3) The Administrative Procedures Act. This responsibility includes knowledge of obligations regarding agency notification and recall and remedy.
  • Has served as a GM representative on a US Auto Alliance technical workgroup.
  • Understanding of global rulemaking activity for regulatory proposals and inquiries.
  • Decision Making Latitude: The degree of decision making latitude is consistent with high-end project leadership responsibility.
  • Strong demonstration of commitment to teamwork and partnerships internal to GM.
  • Knowledge of the prevailing political conditions that could change current or drive future rulemaking activity.
  • Extensive product knowledge.
  • DFSS Black Belt


Additional Skills and Abilities:

  • High level of computer and systems skills (including Excel, Word, and PowerPoint)
  • Knowledge of engineering software and systems as it pertains to job-related area (GRT, GVDP, PQMS, GDM, ARID, EDGE, PRTS, Power BI, SharePoint, Excel (pivot tables, slicers, VBA)
