POSITION PURPOSE
Focuses on extending and enhancing the Identity Access Management (IAM) services utilizing technical capabilities of systems & applications. Manages & maintains the CyberSecurity IAM technologies which support the creation, distribution, updates, and termination of user and system identities, role-based authorization, and application-specific entitlement. Works with stakeholders and management to identify and develop IAM technology best practices and regulatory compliance capabilities. Leads the development, implementation and maintenance of IAM security technical tools, functions, and capabilities. Leads team members in the support of project and operational teams in enrolling and integrating their solutions with the IAM service. Assists management in the strategic alignment and selection of IAM technologies. Accountable for complying with all laws and regulations associated with duties and responsibilities.

  • Necessary Contacts: INSIDE RELATIONSHIPS:
    Gathers information on assigned problems and consults with others in the department.
    Frequent contact with specialists in other departments.
    Must be able to effectively present trade-offs representing the most efficient use of available resources.

    OUTSIDE RELATIONSHIPS:
    Occasional attendance at technical conferences.
    Occasional interaction with product vendors.



QUALIFICATIONS

Education

  • Bachelor's in Computer Science or equivalent required. Four years of related experience can be used in lieu of a degree. Two years of military experience and training specific to information security may substitute for the degree. CISSP certification will also substitute for the bachelor's degree.

Work Experience

  • 7 years of related work experience in the information security area required.
  • Preferred Experience Identity & Access Management Engineering:

    Large scale operations experience preferred with experience of working in complex project/program environments.
    Demonstrated understanding of modern Identity & Access Management concepts and best practices required.
    Strong technical knowledge of enterprise IAM tools and processes required, to include one or more of the following:
    Identity and Access Provisioning, Directory Services (LDAP), Single Sign-On (SSO), Web Access Management, Federated Authentication, Privileged Access Management.
    Experience in implementing solutions for automated user life cycle management, delegated administration, Role-Base Access Control (RBAC), entitlement workflow, passwords self-service and audit reports using enterprise tools like CA Identity Manager, SailPoint, Savyint, etc. preferred.
    Experience in setting up systems for high availability, replication, fail-over, optimum performance and Disaster Recovery and in upgrading and maintaining systems required.
    Advanced knowledge in one or more OS and technologies like Windows and Linux OS, SQL database, Java, XML, SAML, OAuth, OIDC, LDAP, AD, Kerberos, Java script, Beanshell, Java, Eclipse, TFS, TomCat, JBoss, IIS, Ping, SailPoint, etc is required.

Skills and Abilities

  • Requires knowledge of computing systems.
    Must have demonstrated ability to analyze and solve logical problems such as may be found in mathematics, statistics, etc.
  • DECISION MAKING:
    Designing, defining, and installing system components of a major system or subsystem with minimal direction.

    Recommending alternatives and priorities.

    Participating in project planning.

    Performing with minimal technical direction.

    Estimating and planning own work ensuring objectives, schedules and cost of assigned segment of project are met.
  • ANALYTICAL & CREATIVE:
    Ability to analyze system specifications, requirements, problem reports, system exposures and to develop operator education programs.

    Analyzing and developing detailed specifications to achieve optimum program and/or system performance within time and cost restraints.

    Remaining current with trends and new technologies as it relates to the Identity & Access Management area.
    Generating ideas for improving technological capabilities

Licenses and Certifications

  • Information Security Industry certification preferred (e.g. ISC2, GIAC, ISACA).



ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Under minimal direction, responsible for the analysis and approval of business requirements associated with Identity & Access Management systems and technologies. Leads the translation of design based on business requirements into technical functions & system configurations while maintaining controls set forth by Information Security Policy and Procedures. Develop and recommend new or enhanced system designs, including documentation of functional specifications for system configuration, to support system requirements as business processes evolve and system enablers are identified
  • Responsible for the documentation and maintenance of systems to include change management processes and tracking requests ensuring on-going changes and developments and upgrades to systems are performed. Design and develop tests, document testing results for newly created functionality associated with system maintenance, enhancements and upgrades to ensure all systems changes are successfully implemented
  • Plans, researches, designs, analyzes, estimates, determines options, recommends, installs, tests, schedules, implements, administers, documents, monitors, tunes performance, and maintains all primary and auxiliary technical architecture across all system platforms as related to assigned areas of specialty to ensure the integrity, security, availability, reliability and performance of corporate computerized systems to meet client needs and expectations
  • Evaluates and recommends new system products across all system platforms and provides information regarding technical architecture to management as needed for developing, monitoring and maintaining IT strategic and tactical plans that conform to the mission, goals and objectives of the organization
  • Demonstrates effective and timely communication to stakeholders, management, teams and vendors as applicable regarding status, issues, project plans, procedures, processes, systems and architecture to meet client needs and expectations. Manages and builds relationships to provide timely assistance and quality technical support to meet needs of clients of computerized systems and to provide positive results with optimal impacts to the organization
  • Supports on-call functions & disaster recovery as required. Supports and leads disaster recovery planning of IAM technologies. Supports and leads teammates in achieving the goals of the organization
  • Understands IT Departmental Goals and Objectives and delivers work products to contribute to those goals
