Job Description

Are you looking for an exciting opportunity to apply your advanced technical skills to support the MDA with their development of the next-generation ground-based missile defense system? The Ground-based Midcourse Defense (GMD) element of the Missile Defense System provides the capability to engage and destroy intermediate- and long-range ballistic missile threats in space to protect the United States. The SITR contractor will support MDA with systems engineering, program integration, and testing of the GMD weapon system. The SITR team will engage component development and sustainment prime contractors to ensure the weapon system delivers the warfighting capability to meet current and future missile threats. The SITR Contract is a single award IDIQ contract with a 10-year Period of Performance. This program requires dedicated professionals in cybersecurity, program management, program protection, quality, safety, mission assurance; digital engineering, model-based systems engineering, modeling and simulation, specialty engineering, and test.

  • Job Description
    • Leads team responsible for the GMD Cyber Test planning, execution, and analysis. Ensures resources, process, and tools are available to perform GMD CT to meet test objectives. Ensures CTs are designed around MDA's established four-phase process in accordance with the GMD ITP and MDS Flight Test CONOPS.
  • Primary Responsibilities
    • Leads multi-disciplinary teams that evaluate the overall cybersecurity effectiveness of the GMD Element, including System Under Test (Components and Subsystems), Element-level cybersecurity defenses, and tiered cybersecurity defenders (operational personnel)
    • Collaborates with Cybersecurity Working Group (CWG) to discuss and establish CT objectives, strategies, and methods
    • Oversees CT Cross Functional Teams and SITR Cyber Test Working Group (SCTWG) collaboration to ensure that ICTT representatives and stakeholders are kept apprised of all cybersecurity activities and status
    • Oversees and orchestrates ground test shadowing activities during SITR Transition period
    • Organizes and conducts technical reviews in collaboration with the Integrated Cyber Test Team (ICTT)
    • Supports GMD Cooperative Vulnerability and Penetration Assessments (CVPA) and Adversarial Assessments (AAs) to include planning, test objective development, execution, assessment, and validation of CVPA and AA outcomes.
    • Manages Element-level (developmental) CT to provide the foundation for successful GMD participation in MDS-level CVPA and AA-testing.
    • Ensures CT organization's training is guided by the DoD Cyber Workforce Framework and meets the DoD 8140 certification standards.
    • Establishes trusted relationships with GM, the Associate Contractors, and key GMD stakeholders to strengthen our understanding of CT goals and requirements
    • Synchronizes and deconflicts SITR CT support with Ground and Flight Tests
    • Reviews CT actions and results for subsequent updates to test procedures and scenarios



Qualifications

  • Basic Qualifications
    • Bachelor's degree in engineering or technical field with 14 or more years' experience, or master's with 12 or more years' experience, or PhD with 9 or more years' experience
    • Knowledge and experience working with the DoD's cybersecurity processes to include DIACAP and/or the Risk Management Framework (RMF)
    • Ability to develop Cyber Test & Evaluation requirements and associated test and verification strategies
    • Cyber testing experience with GMD and/or other missile defense systems
    • Must have an active DoD Secret Security Clearance
  • Desired Qualifications
    • Experience with DoDAF-compliant architectures, system requirements analysis, requirements verification, and model-based engineering
    • 15 years progressive cyber security or cyber test management or technical leadership experience
    • Active Top Secret security clearance.
