Description of Project

The Minnesota Department of Information Technology Services (MNIT) is the information technology agency for Minnesota's executive branch, tasked with setting IT strategy, direction, policies, and standards . To strategically position Minnesota to meet future technology needs, MNIT is moving many infrastructure and platform services to the cloud.

Given this, MNIT is seeking a vendor to provide one IaaS Cloud Migration Architect resource to assist MNIT project teams in delivering cloud-based solutions to best meet the needs of the State.

Work is anticipated to be remote; however, onsite work may be required. Vendor will be required to comply with Minnesota Management and Budget Policy 1446 relating to COVID-19 vaccination and testing.

Resource Need

This request is for 1 full time staff augmentation resource. Each vendor is allowed to submit 1 resource.

Mode of Interview

The State will conduct interviews. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State. The State intends to conduct remote interviews via Microsoft Teams meeting.

  • Anticipated End Date: January 31, 2023


The State will retain the option to extend the work orders in increments determined by the State.

This document contains the samples tasks and the minimum and preferred qualifications for this MNSITE Event.

Sample Tasks• Work with product managers, development teams, and other engineering teams to deliver cloud-based solutions which meet the needs of the State• Use project management principles and practices sufficient to determine program direction, plan work, set goals, and monitor and evaluate accomplishments• Lead complex projects, write project plans, establish priorities, allocate resources/workloads in a team environment. Sample project work may include:

o Designing complex processes and measurement metrics

o Applying research and analytical skills in evaluating new technologies

o Providing technical decision making with limited resources and precedence

o Developing specific solutions for unique and unprecedented problems

o Analyzing technical problems and implementing solutions under tight time constraints

o Using formal methods of systems analysis• Develop policy and procedure• Create documentation, design, and technical artifacts in Microsoft Visio, Excel, PowerPoint and Word• Use verbal and written communications to interact technically with staff and vendor representatives and functionally with users (present technical concepts to both technical and non-technical staff)• Present clear and concise reports to executive management/leadership• Provide knowledge transfer

Minimum Qualifications• Five years of Cloud Architect experience• Two engagements with two different entities in a Cloud Architect role

Preferred Qualifications• Knowledge of Agile project management tools such as Azure DevOps or Jira• Excellent verbal and written communication skills, and ability to explain technical concepts to non-technical staff/end-users• E ffective customer service skills, including the ability to interact frequently with end-users and other staff• Sophisticated troubleshooting skills, including the ability to create and test hypotheses based on relative likelihood, and a willingness and ability to creatively consider all possible causes for a problem and test appropriately• Cloud Solution Design Skills :

o Excellent understanding of cloud shared responsibility and security models

o Secure system design and development principles to conform to state and federal guidelines

o Demonstrated ability to architect complex solutions on public cloud infrastructure

o Experience with cloud Monitoring and Alerting Solutions, such as Azure Monitor, SCOM, SolarWinds, or others

o Experience providing governance around cloud services• Cloud Solution Implementation Skills :

o Scripting with Python and/or PowerShell

o Experience with Infrastructure Configuration Solutions, such as Azure Automation, Orchestrator, SCCM Desired State Configuration, Azure Desired State Configuration, Puppet, Chef, or others

o Designing and implementing with cloud IaaS and PaaS Services

o Knowledge and usage of AWS CloudFormation or Azure Resource Manager

o Experience leveraging development pipelines, DevOps philosophies and working with infrastructure-as-code
