Description of Work

The Division Corridor Development Engineer serves as a key liaison between NCDOT and Metropolitan and Rural Planning Organizations, using their knowledge of NCDOT funding along with the needs defined in long-range transportation plans to formulate strategies for funding needed projects.
This position collaborates with Planning Organizations to evaluate long-range plans and identify projects best suited for submission to the Strategic Transportation Investments (STI) Prioritization system, as well as to identify candidates for funding opportunities outside the STI process. In addition, this role also supports and champions the development, advancement, and updating of Comprehensive Transportation Plans (CTPs), serving as a key bridge between the Transportation Planning Division (TPD), Divisions, and Planning Organizations to proactively advance outdated plans and help manage and deliver timely updates. This position will support the development, advancement, and updating of Comprehensive Transportation Plans (CTPs) through coordination with the Transportation Planning Division (TPD), Divisions, and Planning Organizations.
The Corridor Development Engineer will actively participate in complex engineering studies to support the evaluation and prioritization of transportation improvements identified in the long-range transportation plan. This involvement may include contributing to the development of design concepts and performing traffic engineering analyses. These studies aim to determine the type and scope of improvements needed, estimate project costs, assess the potential for securing funding, and provide a preliminary evaluation of possible environmental impacts associated with proposed projects.
This position reports to the Corridor Development Unit Manager within the Transportation Planning Division and is based in the Division 4 Office (509 Ward Blvd, Wilson, NC 27895). The role primarily supports Rural Planning Organizations and smaller Metropolitan Planning Organizations within Division 4, as well as the Kerr-Tar RPO in Division 5. Occasional travel is required within the Division, to NCDOT’s central office in Raleigh, and to other locations for meetings, training, and conferences.
For this position registration as a Professional Engineer in the State of North Carolina is preferred. 
The successful applicant for this position must have the ability to attain competency in SAP-based financial and project management tools and applications.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range:  NC 20,      $70,478.00-$123,336.00

Management prefers applicants with the following:

  • Experience in the areas of transportation planning or project development or traffic forecasting.
  • Experience evaluating data, traffic trends, or data projections.
  • Experience with computer applications and operations (Microsoft Office, ArcGIS, TransCAD, etc.).
  • Experience interacting with state, federal, regional, or local governments or planning organizations.
  • Considerable knowledge of NCDOT programming, planning, scheduling, and funding procedures.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors
