The Digital Modernization Sector at Leidos is currently pursuing an opportunity for a Development Lead to work in Tampa, Florida. This is an exciting opportunity to use your experience helping the U.S. Special Operations Command (USSOCOM) Enterprise Development, Application, and Training (EDAT) mission. In this mission we are focused on providing innovative, data-driven solutions and enterprise architecture enhancements to enable seamless operations across USSOCOM's global network. The program emphasizes rapid development and deployment of technologies to enhance the mobility and readiness of Special Operations Forces (SOF) in both combat and non-combat scenarios. Key tasks include program management, application development, training support, and technology integration to maintain USSOCOM's operational edge. The EDAT program underscores agility and adaptability, ensuring SOF professionals have access to the information and tools they need to meet evolving mission requirements.
Primary Responsibilities.

Lead the design, development, and implementation of advanced applications and software solutions aligned with the EDAT program’s objectives.

Oversee end-to-end software development life cycles (SDLC), including requirements analysis, design, coding, testing, and deployment for enterprise and cloud-based systems.

Drive the integration of cutting-edge technologies to enhance USSOCOM’s operational capabilities, focusing on emerging technology solutions, DevSecOps practices, and containerized microservices.

Promote innovation by identifying and implementing advanced development frameworks, tools, and methodologies.

Establish and enforce coding standards, development best practices, and quality assurance processes to ensure high-performing and secure applications.

Conduct technical reviews and provide mentorship to development teams to ensure alignment with program and stakeholder expectations.

Collaborate with cross-functional teams, including engineering, data science, and program management, to ensure cohesive delivery of solutions.

Engage with USSOCOM stakeholders to capture requirements, present progress updates, and demonstrate technical solutions.

Ensure the creation of detailed technical documentation, including system architecture, design specifications, and user guides.

Provide training and support to development teams and end-users to facilitate smooth adoption of new applications.
Basic Qualifications.

Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field.

Must possess a Top Secret (TS) clearance.

Must possess one of the following certifications, such as AWS Certified Solutions Architect, Certified Kubernetes Administrator, or Microsoft Certified: Azure Solutions Architect.

Must possess one of the following certifications, such as CompTIA Security+, CISSP, or CISM.

Extensive experience in full-stack application development using modern programming languages such as Java, Python, C#, or JavaScript frameworks (e.g., Angular, React).

Proficiency with cloud platforms (e.g., AWS, Azure), DevSecOps pipelines, and containerization technologies (e.g., Docker, Kubernetes).

At least 10 years of experience in software development, with a minimum of 5 years in a leadership or management role.

Proven ability to lead and mentor development teams in high-stakes, mission-critical environments.

Familiarity with DISA Security Technical Implementation Guidance (STIG), NIST standards, and DoD security policies.
Preferred Qualifications.

Masters degree in Computer Science, Software Engineering, Information Technology, or a related field.

Experience with microservices architecture, serverless computing, and modern development frameworks for high-performance applications.

Expertise in AI/ML integration and big data processing for scalable and intelligent software solutions.

Familiarity with USSOCOM’s operational environment, mission requirements, and the SOF Information Environment (SIE).

Prior experience in developing applications for DoD or federal government agencies with strict compliance standards.

Proven ability to identify and implement technology solutions to address complex operational challenges and mission-critical requirements.

Experience in conducting gap analyses and providing strategic recommendations for technology advancements.

Exceptional ability to communicate technical concepts to non-technical stakeholders.

Strong collaboration skills to align development activities with program goals, engineering teams, and USSOCOM priorities.
