OVERVIEW
The Third Party Management Advisor is a sourcing / supplier management professional who is accountable for the assigned supplier governance activities in the Digital and Analytics organization.

This individual will lead activities related to the governance process for external data suppliers. The individual will drive the portfolio planning and development of key supplier strategies and third party risk management programs for suppliers in this business segment, ensuring all sourcing activities and contracts with suppliers are consistent with GP&TPM policies and procedures, as well as corporate objectives. The individual will lead negotiations with suppliers to secure competitive prices, resolve issues and achieve favorable terms. Other responsibilities include reviewing contracts, change orders, Service Level Agreements and Statements of Work. Understanding of business law, legal contracts and financial acumen is desired.

This position requires a focus on organization and execution in a rapidly changing environment. The ability to work in a highly matrixed, cross-functional manner with internal business partners as well as external suppliers is key.

MAJOR OBJECTIVES

  • Deliver a consistent governance process for our Digital and Analytics suppliers
  • Facilitate discussions with senior leaders from Cigna and suppliers
  • Resolve issues with suppliers and drive action items to resolution
  • Development of portfolio strategy and reporting
  • Matrix partner coordination



MAJOR ACTIVITIES

The Third Party Management Advisor is responsible for governing all assigned suppliers for the enterprise. These activities are likely to be a mix of routine and non-routine initiatives with impact across the organization.

Partial list of these functions includes, but is not limited to:

  • Establish the governance strategy for the external data suppliers and gain buy in from senior leadership
  • Analyze business requirements to formulate high level supply chain strategies, supplier relationships and processes that are aligned with Cigna business units
  • Facilitate a monthly process to govern our suppliers including facilitating meetings between senior members of both Cigna (Bands 5+) and the suppliers
  • Identify patterns, draw conclusions and use supplier related data to drive management decisions
  • Drive supplier portfolio actions
  • Review and coordinate revision of Enterprise Agreements, Service Level Agreements, Change Orders and Statements of Work with suppliers to optimize benefit and minimize risk to Cigna.
  • Track aggregate supplier performance against measures and guidelines and report on said performance in a monthly, quarterly or annual manner.
  • Ensure that contracted relationships have enabled supplier performance measurement and reporting function
  • Analyze overall business requirements, supplier relationship structures and processes to improve performance and overall value
  • Analyze industries, supply, markets, and sourcing best practices to define alternative supplier relationship structures to meet enterprise-wide requirements, manage costs, and maximize value for dollars spent
  • Maintain and promote professional, sound business relationships with suppliers, stakeholders and the business community
  • Establish a partnering culture with members of Cigna's Global Procurement and Third Party Management team



KEY COMPETENCIES AND ATTRIBUTES

  • Minimum of 3 years in strategic sourcing, supplier management experience, or management consulting preferred
  • Experience in drafting, revising and reviewing contracts, including Service Level Agreements, Master Service Agreements and Statements of Work
  • Demonstrates negotiation and third party management skills with proven success; able to negotiate directly with internal and external partners
  • Structured problem solving and decision making skills
  • Excellent presentation, written and verbal communication skills among various levels of leadership
  • Ability to excel and prioritize workload in an environment of high ambiguity
  • Highly collaborative and collaborates with appropriate experts to solve problems
  • Analyze data, make decisions and take action to solve a problem
  • Ability to work well in a dynamic and rapidly changing environment
  • Bachelor's degree in Business Management, Supply Chain Management or a related field strongly preferred
  • General financial analysis skills and experience
  • Healthcare and Account Management Experience are a plus



For this position, we anticipate offering an annual salary of $96,200 - $160,300, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
