The Operations Strategic Support Unit plays a fundamental role in enabling efficient business and program execution – from technologies and investments to supply chain, manufacturing and test operations, facilities management, and information technology services.


SCM Lead - Cost/Price Analyst


The Cost & Pricing Analyst is responsible for analyzing data and using all resources available to validate and determine reasonableness of cost estimates for product manufacturing, projects, and/or services as provided to Ball Aerospace by suppliers. This individual will communicate with various departments to analyze and determine the reasonableness of cost estimates and provide feedback to the Supply Chain Manager responsible.


What You’ll Do:


  • Review and audit supplier proposals, cost and pricing data submitted, and all other factors provided by supplier in support of their proposal.
  • Perform a price and/or cost analysis reviewing various cost elements in the supplier’s proposal making a fair and reasonable/price reasonableness determination.
  • Review single and sole source justifications, commercial item determinations, and other procurement documents for compliance with external and internal requirements.
  • Support Defense Contract Audit Agency (DCAA) Proposal Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required.
  • Analyze data such as direct labor hours, material, ODC, profit, rates, past performance, costs of previous procurements, and/or comparison to similar items/scope.
  • Participate in fact-finding sessions via telecom or at supplier’s site.
  • Review the contractor’s forward pricing rates, final overhead rates, and cost impact proposals, conducting an in-depth analytical and judgmental evaluation of the proposal to determine reasonableness, accuracy, timeliness, and completeness.
  • Apply economic, statistical, accounting, and financial analysis principles and techniques to ensure a fair and reasonable price of a contractor’s proposal.
  • Forecast price trends, economic factors and efficiencies using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models.
  • Evaluate technical and audit reports, plus legal opinions to determine the reasonableness and realism of the various cost elements.
  • Review the contractor’s forward pricing rates, final overhead rates, and cost impact proposals, conducting an in-depth analytical and judgmental evaluation of the proposal to determine reasonableness, accuracy, timeliness, and completeness.
  • Possess knowledge of contract types (fixed price and cost reimbursable) for the acquisition of products and services.
  • Possess knowledge of negotiation techniques sufficient to explain the Government’s pricing position to the Contracting Officer.
  • Participates in supplier negotiations to achieve desired business or program goals.
  • Possess knowledge of contract administration.
  • Develop cost models and tools to aid in should cost and technical analysis of supplier proposals.
  • Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Collaborate with engineering department to prepare time, cost, materials, and labor estimates.
  • Conduct in depth analysis of proposals to evaluate fairness and reasonableness utilizing Cost and Pricing analysis quantitative techniques per the FAR and DFAR.
  • Partner with proposal teams to respond to customer RFPs.
  • Verify sole/single source RFP’s issued and supplier quotes/proposals received are compliant with the FAR requirements.
  • Establish reasonableness of cost and pricing; participate in cost and pricing reviews with management; generating price and cost analysis reports providing recommended price positions to support negotiations with customers; and identifying risks and opportunities to the cost estimate.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.


What You’ll Need:


  • BS/BA in a related field plus 6 or more years related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Degree in Accounting or Finance preferred.
  • Familiarity with direct, indirect cost rates, and BOMs.
  • Practical knowledge of CAS, GAP, FAR, DFAR and other Government procurement regulations as they pertain to bid/costing proposals.
  • Proficiency in MS Office, specifically in Excel.
  • Strong analytical, problem solving, math skills.
  • Structured and logical thinker with an affinity for data.
  • Strong quantitative skills – ability to develop analytical methodologies and assumptions, use software to conduct the analysis, and synthesize findings.
  • General knowledge and competence in the concepts, principles, and standard practices in costing and pricing.
  • Strong communication skills – ability to succinctly summarize and share results with key stakeholders.
  • Experience and understanding of statistical analysis and limitations thereof (Sample size implications, statistical power, forecast error, etc.)
  • Ability to work both independently and in a dynamic team environment.
  • Excellent verbal and written communication skills to accurately document, report, and present findings.

Compensation & Benefits:


  • HIRING SALARY RANGE: $80,500 - $109,500 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)
