Job Description:

  • Analyze federal, agency, and organizational instruction, policy, and guidance, and assess for compliance.
  • Analyze policies and make recommendations for improved efficacy, clarity, and streamlining.
  • Perform operating and business model analysis of the organization's policies and business approaches.
  • Assist in the development of procedures, manuals and other documentation
  • Define detailed requirements, analyzes business needs, and validates solutions with the client.
  • Identify and understand customer expectations as part of the requirements gathering process.
  • Prepare project documentation including meeting minutes, business process documents, team procedures, training, manuals, and other documentation
  • Create briefings and communications materials for customers, management, and executive stakeholders.
  • Socialize, coordinate, and implement change processes to development practices.
  • Communicate the business, policy, and organizational challenges clearly and succinctly for technical and business audiences.
  • Manage multiple responsibilities with tight deadlines in a fast-paced environment across highly matrixed teams.
  • Assess the change impact - conduct impact analyses, assess change readiness, and identify key stakeholders.
  • Interface with various diverse stakeholders as a liaison and trusted advisor.
  • Develop and oversee implementation of detailed implementation plans.
  • Work with customer teams to identify process enhancement requirements.
  • Drive through barriers to foster collaboration, critical thinking, problem solving, and resolution.

Required Skills:

  • Bachelors degree in relevant field or 3 years of additional experience
  • Minimum of seven (7) years' experience in systems analysis and design of information systems programs

Desired Skills:

  • Knowledge of Agile and principles and applied best practices
  • Experience consulting in a Federal agency, especially within DHS
  • Experience with process modeling, process simulation, business process re-design, and performance measuring expertise to support large scale implementations or systems integration efforts
