Job Summary:

An excellent opportunity exists within the Naval Power Estimating Organization as a Senior Proposal Analyst. The estimating organization is responsible for the preparation of various types of proposals for development, production and competing contracts including modifications to existing contracts. In addition, the Estimating Organization supports gate reviews, government audits, and negotiations with the customer.

Responsibilities to Anticipate:

• Be responsible for the development, analysis, and completion of proposals
• Work with other functions from across the company to understand and evaluate the labor, material and other direct costs associated with proposed contracts and the associated program
• Utilize company estimating and pricing programs and tools
• Develop detailed Request for Estimates which are used to kick off proposals
• Lead the development of Basis of Estimates to include tracking progress, validating, ensuring consistency across the program, and confirming the estimating approach is sound
• Prepare and present Gate 4 charts for program / company leadership review of proposal information
• Ensure proposals comply with all FAR and internal requirements
• Assess, develop, and implement solutions resulting in a thorough proposal submittal
• Interface and coordinate with all levels of management within the program
• Perform detailed and complex tests of inputs to ensure soundness in our estimates
• Assist in training and supporting other estimators (basic FAR requirements, proposal process, etc.)

Qualifications You Must Have:

• Typically requires Bachelor's degree in Business, Finance, or related field and two (2) years of prior relevant experience OR in absence of a degree, six (6) years of relevant experience is required.
• The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

• Oral and written communication skills
• The ability to follow and apply internal and external regulations to the development of company proposals
• Basic working knowledge of Pro-Pricer, the RTN pricing tool, is desired but not required
• Active Secret Clearance is a plus, but not required.
