Primary Responsibilities:
The Manager, Identity Engineering and Analytics, will serve as a key resource within the EIS's Enterprise Intelligence and Identity Analytics Organization. Our team is looking for an exceptional architectural mindset with an insatiable appetite for continuous improvement and innovation This will include assisting in writing, refining and communicating design across the program

  • Define Identity Risk based use cases inclusive of what is the problem encountered, what is the process and solution flow, where is that data generated, how must the identity team analyze that, and what outcome/data must we provide
  • Lead the development and operationalization of risk- based analytics inclusive of defining problem statement, identifying the proper data needed, determining the best analysis path, leading the iterative analytic development, transitioning the analysis to a supportable production state
  • Team with engineers, architects, and delivery teams to build solutions via the Optum Big Data platform, Enterprise Service Layer, custom solutions, and software solutions
  • Understand and ensure adherence to enterprise technology standards (e.g. solution patterns, application frameworks, technology roadmaps, capital plans) or follow exception/waiver processes as needed
  • Work with multiple teams to define architectural solutions for Identity assessment, analyzing and define internal and external customer requirements for clinical data exchange as well as the financial and performance impact of proposed solutions
    Support UAT (User Acceptance testing) for implemented solutions
  • Provide technical and data standards subject matter expertise to business team
    Mentor business team on technology solutions and data standards
  • Develop, manage and communicate current state and future state analytical models, keeping them aligned to changing business needs and relevant for active technology portfolio management
  • Contribute to the product roadmap for the product; own the technical roadmap/solution-side roadmaps
    Provide analytics expertise in applications/software evaluation, selection and implementation
  • Build and advance collaborative relationships with business partners, product managers and IT partners
    Hands-on analytics and solution development and validation as needed
  • Support and steer employees and project teams through efficient design, development, testing, and deploy phases
  • Ensure solutions are of high quality, are high performance and are scalable
  • Strive to be a thought leader and advanced practitioner in clinical data integration related creative tools and tactics; forward-thinking in understanding the emerging tools, technologies, and business practices and progressive in learning the application of these tools and practices
  • Create and provide reporting to program leadership and clients to accurately communicate status, issues, risks, recommendations
  • Manage program and partner expectations and relationships
  • Ensure necessary quality assurance processes are in implemented and followed

Required Qualifications:

  • Undergraduate degree or equivalent experience.
  • 10+ years of progressive development/systems analysis experience
  • 8+ years of experience leading solutions architecture and/or enterprise architecture for data intensive, scalable, high throughput platforms and applications leveraging knowledge of industry standards, data marts, newer technologies and engineering practices
  • 5+ years of Info Security Experience
  • 5+ years of experience in a development role
  • 5+ years of experience in Data Science and Analytics
  • 3+ years of experience in ML/AI
  • Demonstrated ability to innovate with a deep technical understanding of emerging technologies to address needs and problems of providing services to large and technically progressive organizations.
  • Knowledge of industry standard patterns, practices and technologies including Microservices and containers, Cloud, message streaming, REST and web services APIs, Big Data, MLAI
  • Professional experience facilitating and leading data solution design, architecture & delivery planning activities across geographically diverse and multi-disciplinary teams
  • Solid communication skills including explaining complex concepts effectively to technical and nontechnical audience

Colorado Residents Only: The salary range for Colorado residents is $94,500 to $171,700.
