Customer Solutions Engineer & Data Management Analyst

NASA Enterprise Data Platform (EDP)

As the necessity to access and share data products grows across the NASA Enterprise, the requirement for data consumers to be able to easily find, access, model, visualize and share trusted data increases. The NASA enterprise requires a consolidated data platform that brings data products out of stove-piped applications and into a shareable repository. The EDP will provide this capability, with data workflow processes, easily accessible data products, enterprise search service to quickly locate the data assets needed, and a data platform that integrates the tools that give NASA data consumers an efficient and secure way to complete the data product workflow.

Required Skills and Traits
  • Web development skills (JavaScript, HTML, CSS)
  • Experience with REST APIs and common data formats (JSON, CSV, XML)
  • Python experience for scripting and data analysis tasks
  • Excellent written communication skills and attention to detail
  • Ability to understand customer needs and develop solutions within policy constraints
  • Ability to track action items effectively and take initiative to follow up on completion

Other Desired Skills:
  • Cloud development, ideally AWS (IAM, S3, EC2, Elastic Beanstalk)
  • Familiarity with GitHub and git version control system
  • Familiarity with basic Python data analysis tools (Jupyter, Pandas, NumPy)
• Familiarity with Angular or other common JavaScript frameworks (React, Vue)
  • Familiarity with API development, ideally using Flask and/or FAST API
  • Familiarity with project management software & techniques like JIRA, Kanboard, etc.
  • Familiarity interacting with staff members at all levels of seniority

Job Description

Interested in improving the discoverability and accessibility of NASA's open-source data and code libraries? The Open Innovation Program is seeking an individual to help operate, maintain, and improve NASA's ability to share open data, code, and APIs with the public.

This roles will have responsibilities that cover, at a minimum, the following sites :

  • https://API.nasa.gov = Catalog of beginner friendly NASA APIs used by tens of thousands of users monthly.
  • https://code.nasa.gov = Catalog of metadata that describes all of NASA's open source code
  • https://data.nasa.gov = Catalog of metadata that aggregates data from NASA's many public data archives in one place for the agency.
  • https://Github.com/nasa = NASA's public GitHub organization intended for hosting publicly released NASA software projects.

This role will have responsibilities that cover web development, analysis, and project management.

The individual will need to be comfortable in a collaborative environment, demonstrating excellent communication skills (written and verbal). Common tasks include explaining policy, teaching workflows, writing documentation, and assisting new users. These interactions occur via written documentation in wikis and web pages, email, TEAMs, and video conferences. The most common communications will be with staff members seeking to get their data or code released on an open-innovation program site.

Analysis tasks will primarily consist of writing reusable scripts to generate aggregate characteristics of the public code, data, and api catalogs mentioned above. These aggregations will be used to inform senior level staff members and OMB officials of the catalogs' status as it relates to policy compliance. The aggregations will also be further

analyzed for insights that might inform strategic changes to the existing platforms. Most scripting tasks of this nature are carried out using either Python or JavaScript.

Software development tasks can include maintenance on existing projects, new feature development, and greenfield development (in some cases). Front-end development is more common, but there will be back-end tasks regarding API middleware, cloud storage, and even some work with Apache server configurations. In terms of frameworks, our tech stack leans towards lighter-weight technologies with a focus on minimizing complexity. Open Innovation Program uses cloud compute services for some of our tasks, historically AWS.

Due to the wide range of supported IT systems and the inability to forecast user interaction needs in advance, this position requires someone with significant project management skills, who can effectively balance the needs of long and mid-range goals with short-term demands on your time.

You don't necessarily need every skill or experience listed here. However, the ability to quickly teach yourself new skills is a critical part of this role.

Qualifications
TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience.
