Position Description

International Agreements Analyst

You will be on a dynamic team supporting the Office for International Outreach and Policy (IO&P) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).

IO&P is responsible for providing support to any bilateral engagement that has a science and technology (S&T) related function; however, major portfolios include the North Atlantic Treaty Organization's (NATO) Science and Technology Office (STO), The Technical Cooperation Program (TTCP), and the Australia - UK - U.S. (AUKUS) security pact, as well as bilateral engagements with Australia, Canada, India, Japan, New Zealand, Republic of Korea, and the United Kingdom.

In this role, you will:

  • Support the IO&P Office in developing DoD international agreements and supporting documents (e.g., Memoranda of Understanding (MOUs), Project Arrangements/Agreements (PAs); Equipment and Material Transfer Arrangements (E&MTAs); Working Group Terms of Reference (TOR); Research, Development, Technology and Evaluation (RDT&E); Information Exchange Agreement (IEA); Summary Statement of Intent (SSOI); Designated Disclosure Authority Letter (DDL); etc.).
  • Liaise with the OUSD(A&S) International Cooperation Office (IC) to develop or staff DoD international agreements and OUSD(R&E) assessment of proposed international armaments cooperative agreements.
  • Coordinate foreign disclosure approvals for OUSD(R&E) products, assisting OUSD(R&E) or Service representatives in requesting foreign disclosure one-time authorizations to exchange information on OUSD(R&E) led initiatives and providing recommendations on appropriate mechanisms to support information exchange.
  • Conduct data extraction and analysis from the International Agreements Data Base in response to enquiries regarding specific country activities or on technical topics.
  • Maintain situational awareness of international S&T cooperative activities in IO&P Office's portfolios and liaising with technical subject matter experts within OUSD(R&E) and R&E Field Activities, as well as counterparts in the Services, OUSD(P), OUSD(A&S), and OUSD Intelligence & Security (OUSD(I&S).
  • Support IO&P Office in providing support liaising with the appropriate counterparts in the Services, Office of the Under Secretary of Defense for Policy (OUSD(P)); Office of the Under Secretary of Defense for Acquisition & Sustainment (OUSD(A&S); Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S); coordinating with country-specific action officers to ensure actions are completed between major engagement meetings; and coordinating with the appropriate technical personnel within OUSD(R&E), including R&E Field Activities (e.g., Missile Defense Agency and Defense Advanced Research Projects Agency) to complete outstanding actions between major engagement meetings.
  • Support meetings and events between senior U.S. officials and their international counterparts. Support includes coordinating logistics (e.g., requesting access to military installations, coordinating clearances and foreign visit requests, foreign visitor access to the Pentagon, etc.) for meeting delegate(s); preparing agendas; drafting read-ahead information (e.g., background briefings, issue papers, decisions papers, etc.); and drafting comprehensive meeting minutes and reports.
  • Establish and maintain IO&P external outreach tools to include the OUSD(R&E) international website page, briefing cards, "one-pagers" and overview products.
  • Potential to write and maintain OUSD(R&E)-focused country papers. Country paper content includes but is not limited to: S&T priority areas and/or specialized capabilities within a specific country; governmental and defense organizational structures within a specified country; assessment of project arrangements/agreements; delineating the country's Defense S&T community and the U.S.; and maintaining a record of engagements between OUSD(R&E) senior leadership and the specific country.
  • Support IO&P Office and OUSD(R&E) travel planners to set up international travel and coordinate appropriate country/security clearances for major OUSD(R&E) international engagements, as needed.
  • Potential to serve as the point of contact for Washington-based Defense multifora meetings. As the point of contact, synchronize activities between OUSD(R&E) initiatives and representatives from all the participating organizations/nations. In addition, working with the Chief Technical and Science Intelligence (CTSI) and OUSD(I) representatives to coordinate intelligence threat briefings, and submit intelligence requirements to support international activities.
  • Potential to assist IO&P Office in supporting the acting U.S. Executive Officer of The Technical Cooperation Program (TTCP), as the as well as provide direct support to the U.S. Principal, the U.S. Deputy, the U.S. National Representatives, and the relevant Group Executive Chairs. Support includes providing advice and recommendations for the management and execution of TTCP; developing proposals and implementing plans to improve management procedures and process efficiencies within TTCP; conducting analysis of TTCP strategic initiatives and providing recommendations for improvement; planning, preparing, and executing U.S. participation in TTCP meetings and events (e.g., TTCP Principal Annual Meeting, Principal teleconferences, Washington Staff meetings, EC College teleconferences, and Group-level meetings, etc.); drafting content for the EC College newsletter; and planning the annual U.S. TTCP Award ceremony.
  • Potential to assist IO&P staff with North Atlantic Treaty Organization (NATO) S&T Organization (STO), acting as support to the U.S. National Coordinator. Duties include providing support to the U.S. Science and Technology Board (STB) members, the U.S. Voting Panel members, and the U.S. National Coordinator for meetings such as U.S. quarterly preparatory meetings; preparing senior leadership for STB meetings and related; and coordinating U.S. approvals for NATO appointments and approvals for U.S. submissions into NATO products.



Qualifications

To be successful in this role, you will have:

  • Bachelor's Degree and a minimum of 5 years of experience supporting a government office or official. The government is willing to consider a candidate that has less years of experience with a higher degree level.
  • Must have experience in international armaments cooperation, foreign military sales (FMS), DoD acquisitions with emphasis on international programs, drafting international agreements, or related experience.
  • Must have a baseline understanding of the different authorities available for international cooperation to identify the appropriate mechanism to support R&E efforts.
  • Experience acting as liaison at a high-level for multiple offices (preferably inter-governmental) is required.
  • Experience coordinating logistics (e.g., requesting access to military installations, coordinating clearances and foreign visit requests, parking for visiting personnel, etc.) for meeting delegate(s); preparing agendas; drafting read ahead information (e.g., background briefings, issue papers, decisions papers, etc.); and draft comprehensive meeting minutes or reports, is highly preferred.
  • Completed coursework in Acquisitions and International Armament Cooperation at Defense Acquisition University (DAU) is highly preferred.
  • Experience planning and executing meetings or events is preferred.
  • Active Secret level clearance is required to be considered.
