Job Description:

Raytheon Company, a wholly-owned subsidiary of Raytheon Technologies Corporation operating as Raytheon Missiles & Defense (RMD) is looking for an early career professional with drive, curiosity, and related experience in aerospace or the defense industry to join our team of Global Trade licensing professionals. This position supports company personnel with international business export/import licensing activities in a fast paced and exciting environment. This position reports to the Global Trade Sr. Manager for the Naval Air Missiles and Close-In Weapon Support Product Areas.

The Global Trade Licensing Analyst will be responsible for writing export and import licenses, approving international transactions and learning to develop export strategies supporting international programs and business development capture efforts. The position will work closely with internal customers to develop export and import authorizations that allow for the efficient and timely export of technology, technical data, hardware, and services. The position will require the ability to understand and apply international trade regulations and laws to real-life situations to enable international business. The successful candidate will have the opportunity to work in a high-energy, fast-paced team environment, developing relationships with internal customers and collaborating with multiple business functions for success.

Responsibilities include, but are not limited to:

  • Preparing and submitting license applications, for approval to the U.S. Department of State Office of Defense Trade Control Licensing, and U.S. Department of Commerce Bureau of Industry and Security and providing status updates to the programs/stakeholders.
  • Responsible for generating, maintaining, and monitoring U.S. Government export/import licenses, agreements, permits, certifications, technology release authorizations, commodity jurisdiction determinations
  • Responsible for managing day-to-day execution of agreements and licenses with oversight by Global Trade Manager, or Empowered Official, ensuring compliance for all activities under the agreements and licenses, such as foreign travel, foreign visits and export and import transactions.
  • Responsible for review and approval of requests for the export and/or import of controlled goods and information
  • Represent Export / Import Operations in meetings and discussions with internal customers and U.S. Government personnel
  • Assist in implementation of company procedures and instructions to support compliance with U.S. Government export/import regulations and company policy
  • Prepare reports and presentations
  • Track, status, and provide reports and metrics associated with export / import activities
  • Manage and maintain export / import files and records in accordance with U.S. Government export/import regulations and company policies
  • Identify training needs, and provide training pertaining to export / import requirements
  • Support export/import compliance activities (e.g., self-assessments, internal and external audits)
  • Participates in business and corporate projects as required

Qualifications you must Have:

  • A Bachelors degree and minimum 2 years of prior relevant experience; or an Advanced Degree in a related field.
  • Previous experience with Export/Import transactions and demonstrated aptitude for learning and applying complex requirements for transactional activities and application of regulations (ITAR, EAR, Customs)
  • Experience using Microsoft Office applications to include Powerpoint, Outlook and advanced Excel
  • U.S. Citizenship is required
  • Some travel may be required
  • The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:

  • 2 - 5 years of experience in the application of regulations (ITAR, EAR, Customs) in high volume environments
  • Strong time management, prioritization, and organizational skills with emphasis on a virtual team environment demanding strong collaboration skills
  • Strong verbal and effective communications skills to write licenses, agreements, transmittal letters, email communications, instructions, or other documents concisely, clearly, and grammatically correct
  • Attention to detail and follow through on assignments
  • Self-starter who can develop effective networks with customers
  • Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
  • Experience with Commerce licenses and exceptions
  • Knowledge of Export Control Reform (ECR) and familiar with Jurisdiction Classification Assessment
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently
  • Demonstrated ability to collaborate with multiple business functions for success

Requires theoretical to advanced knowledge of work area typically obtained through University Degree combined with experience. Practical knowledge of RTX projects, programs or systems with the ability to make enhancements and leverage in daily work.

Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience.
